MINUTES <br />City Counci1 <br />May 13, 1981 <br />Remodel~ng Mr. Gary Nielhouse an architect with Thorsen & Thorshov Flrchitects <br />Of Kellogg appeared before the Council to report thlt the School Distr{ct is <br />Fiigh School p7anning some interior remodeling of both Kel1ogg and Ramsey High <br />Schoo1s. <br />Mr. Nielhouse reported that he has submitted the plans for remode1ing <br />to the City's Building Inspector. The total costs of the remode1ing <br />will be $537,779. $182>320 will be spent on Ramsey hligh School and <br />$355,459 will be spent on Kellogg. <br />Maryhouse Mr. Char1es Cody, representing Mary House, appeared before the Counc9l, <br />Mr. Cody reported that the ladies at Mary House are not happy with the <br />situation that the warming house the City recently built was found to <br />be 1ocated on Mary House property. Mr. Cody stated that the ladies at <br />Mary House are anxious to rectii`y the situation, as the City has <br />createci a cloud on the title of their property. <br />Mary House is also concerned that the City gave no consideration to <br />the c7oseness of the warming house to the Mary Flouse prior to starting <br />construction of the building. <br />Mary House 9s requesting that they be provided with a letter holding them <br />harmless of any 1iability that could occur from the warming house and <br />a1so stating that any legal fees that might be incurred would 6e the <br />responsibilit.y of the City. The Mary Flouse would like this protection <br />until the situation of the warming house is resolvecl. <br />P4r. Cody also stated that this situation was created by too hasty a <br />decision on the part of the City and no neighborhood input. Mr. Cody <br />felt that there were other 7ocations in the City that would be more <br />appropriate for the location of the skating rinks and warminy house, <br />Mr. Flanson also read to the Counci7 a letter submitted by Mr. Gillis, <br />who rents a house from Mary House. In the letter Mr. Gillis expressed <br />concern over the noise caused by the warming house and a1so concern <br />about flying pucks that have been found in his yard and hit his house <br />from the hockey rinl<s. <br />Mrs. Scalze pointed out that even the Mary House had assumed all these <br />years that the property in question belonged to the Water Works, The <br />Water Works also made this same assumption. It was only in fi7ing the <br />building permit that it was found that Mary House owned the property, <br />Mr. Cody repl9ed that a survey of the property should have been macle <br />before any construction began. Mr. Cody stated that this was a poor <br />location for the warming house. <br />Councilman Fahey replied that the hockey rinks have been located in this <br />area for 15 or 20 years. Mr. Forsberg stated that the City has not <br />received any complaints about the location of the warming house and rinks <br />in the past. <br />Page -4- <br />
