MTNUTES <br />City Council <br />May 13, 1981 <br />Mr. Villeaux asked if he would be assessed for street improvement. <br />The Engineer replied that about 135 feet of the Villeaux property would <br />not be assessed, but the remaining footage wou1d be assessed for street. <br />The Engineer stated that at some time a portion of the Vi1leaux property <br />might be split off and sold. The Engineer recommen~ed that any assessments <br />for Messrs. Villeaux or Johnson be deferred until such time as the property <br />is divided and sold. <br />Mr. Villeaux pointed out that his property is too sma11 to be sp1~t. <br />The Engineer agreed, but stated that in the future City Code could <br />change which would result in the Villeaux property being able to be <br />divi~ed. <br />Mr. Johnson was concerned that the improvement of Park Street would take <br />20 feet from his property, plus he would be assessed for the improvement. <br />The Engineer agreed that ~he Johnson property would be assessed for <br />curb, watermain and street on the north half. <br />Mr. Johnson stated that he d~id not want water firom Park Street, but would <br />prefer to get it from Demont. <br />Mr. Fahey stated that P~r. Johnson would not be required to hook up from <br />Park Street, but could hook up from Demont when watermain went in there. <br />Fahey a1so stated that Johnson woulci be assessed for water at today's <br />prices, rather than at future prices when Demont was improved by watermain. <br />Councilman Fahey ca1culated that the tota7 assessment to the Johnson <br />property for the improvement of Park Street would be approximately <br />$13,000, <br />P4r. Johnson stated that he would lose half of his property in order <br />to pay the assessments, as he wou1d have to sell some of his property. <br />Johnson also stated that even if the assessments were deferred, he would <br />have to pay them at a time he might sell his property. <br />Frank Frattalone stated that it did not make any di~ference to h~m one <br />way or the other whether Park Street was improved. Mr. Ed Anderson <br />also stated that it made no difference to h~m whether Park Street went <br />in. <br />Mr. Behr stated that he was in favor of the improvement of Park Street. <br />Mr. Eehr pointed out that there has been trouble with kids and fires in <br />this area and the improvement of Park Street wou1d enable police to get <br />back in this area. <br />Mr. Vil7eaux stated that he and Mr. Johnson are not benefited by Parl< <br />Street and, therefore, he ~s opposed to the improvement of the street. <br />Villeaux stated that he would be in favor of Park Street if there was <br />a cul-de-sac put in rather than it going through to DEmont. <br />Mrs. Scalze asked what the bonding situation was for 1981. The Clerk <br />replied that it was a bad year for bonds, however, there might be <br />enough money to cover the cost of Park Street in one of the City's <br />improvement issues. <br />Page -6- <br />
