MINUTES <br />City Council <br />June 24, 1981 <br />Mrs, Scalze asked what is presently located in the mid~te of the south <br />side of the park. A resident of the park stated that there were <br />mobile homes all around the park. It was commented that there is a <br />spot between two of the trailers on that side where an entrance could <br />go without distur6ing any of the homes. There are also two curb cuts <br />in on that side of the park. <br />Cheryl Lambert,a resident of the Park, submitted to the Council a petition <br />signed by 149 of the 213 tenants of the Park. This petition outlines <br />several concerns of the residents of the Park, These concerns include: <br />that there is only one entrance/exit to the Park; there is no storm <br />shelter in the Park; the ditches surrounding the Park are rat infested; <br />frequent 1ot rent increases; and invasions of tenant's rights, <br />Lambert expressed strong concern that at the time of the tornado with <br />only one exit in the Park, the residents of the Park could not get out. <br />Lambert also stated that she was under the impression that there was a <br />storm shelter at the Ramsey County Sheriff's Department, and found that <br />t~ere is no such shelter. <br />Mrs. Scalze informed the residents of the Park that the basement of the <br />City's fire Department has been designated as a storm shelter. The City <br />informed the owners of mobile home parks in the City of this fact. <br />Mr. Dick Boss, the Fire Chief, stated that this fact was publicized <br />in utility statements, in the newspaper, and on bulletin boards. <br />Mr. Fahey stated that this is the only place the City has to provide a <br />storm shelter. Fahey also stated that under the City's ordinances, the <br />City does not have the power to force the mobile home park to provide <br />a storm shelter for its residents. The mobile home park is private <br />property. Fahey suggested that every year prior to tornado season, the <br />City should publicize the fact that the Fire Department basement is a <br />storm shelter. <br />Ms. Lambert informed the Council that the residents of the Park were not <br />aware of the storm shelter in the Fire Department basement. Ms. Lambert <br />informed the Council that the laundry room at the mobile home park is <br />a brick building, but the owners of the park had the building locked up <br />at the time of the recent storm. The owners stated that the building <br />was on a cement slab and they did not want to be responsible for any <br />injuries that could occur if residents were house~ there during a storm. <br />Lambert felt that this building could be provided as a storm shelter. <br />She also stated that there is not only concern for the safety of the <br />children residing in the park, but also the park's senior citizens. <br />A resident of the mobile home park asked how many people the Fire Department <br />basement could house during a storm. The Fire Chief replied that if <br />necessary 500 to 600 people could get into the basement. <br />Peggy Zaradka suggested that perhaps part of the problem could be solved <br />if the mobile home court provided a couple of emergency exits from the <br />park. <br />Fl resident of the park asked why the City's ordinance does not require <br />additional exits from the park, or a storm shelter in the park, Mayor <br />Hanson replied that the present ordinance would require these ~Rings. <br />Page -5- <br />
