MINUT[S <br />City Council <br />June 24, 1981 <br />However, the trailer park was built before the present ordinance was <br />adopted, and, therefore, would not apply. <br />Mrs. Scalze also pointed out that the trailer park is located on <br />industrial property. Mayor Hanson stated that the owners of the <br />property d~d not want the property rezoned to R-4•, which is the zoning <br />for a mobile home park. <br />Mr. Dale Grimes of Dakota County and Mr. John Kennedy of Ramsey County <br />Emergency Services arrived at the Council meeting. <br />Mr. Grimes appeared before the Council to discuss the City's acquiring <br />a civil defense warning system. Mr. Fahey asked Mr. Grimes how many <br />s~rens the City would need and how much they would cost. Mr. Grimes <br />estimated that Little Canada would need three sirens at a cost of <br />approximately $10,000 each. Mr. Grimes stated that the sirens could <br />be controlled by either wire leased from the Telephone Company or <br />controlled by radio, The sirens could be placed under the control of <br />the National Weather Service. <br />Council discussed the possibility that three sirens would be more than <br />what was needed for Little Canada as there is overlapping from the sirens <br />of adjoining cities. Mr. Grimes estimated that a siren would cover a <br />1ittle less than a square mile, and this would be under optimum conditions. <br />Mr. Grimes informed the Council that there are siren companies that would <br />study the City and made a report on its needs at no charge. <br />P4ayor Hanson suggested that the City consider the sirens and make it a <br />budgetary item for 1982. <br />Mr. Grimes stated that there is a marked red~iction in casualties in <br />cities that have a civil defense warning system. <br />Mr. Kennedy informed the Council that there are a few communities that <br />put their own sirens up. Mr. Kennedy estimated that the cost of the <br />siren was $7,000 and it cost approximately $2,000 to put the siren up, <br />Mr. Forsberg stated that he does not feel the City shoutd skimp on the <br />sirens. If there are three needed, then the City should put three up. <br />Forsberg was concerned that if a tornado came in the middle of the night, <br />the City would need an adequate warning system to wake people up. <br />Mr. Kennedy stated that May and September are the prime tornado months. <br />Tornadoes usua11y come during the hours of 4 and 8 P.M. <br />Ms. Lambert stated that no sirens could be heard at the trailer park <br />during the recent tornado. Mr. Fahey suggested that the City maintenance <br />garage would be a good location for a siren which could be heard in the <br />trailer park. <br />Mr. Kennedy stated that when a siren is sounded that means that there <br />has been both a radar siting of a tornado and a ground siting. When <br />a siren is heard, a person would have to be where they wanted to go <br />within 90 seconds. <br />Page -6- <br />
