MINUTES <br />City Council <br />June 24, 1981 <br />Mr. Grimes informed the audience that a trailer park in the City of <br />6urnsville has set up a program to be followed during severe weather. <br />They have fot~med a severe weather task force which has found four <br />churches that have opened up areas to be used as storm shelters, <br />Residents of the park also fill out registration forms for a specific <br />shelter, and have signed hold harmless agreements so that the church <br />is not responsible should any injuries on their premises occur. <br />The task force a1so has a siren in the area that activates <br />for 15 to 30 seconds when a severe weather watch is initiated in their <br />area, and then the task force monitors the weather. <br />When severe weather is approaching the area of the park, another alarm <br />is set off to notify people that the weather is on its way. The task <br />force also has people who direct traffic to get residents in or out of <br />the trailer park smoothty. They also have set up a buddy system to <br />ensure that anyone needing a ride will get one in the event of a storm. <br />Mr. Grimes stated that this program is one that park residents themselves <br />have developed and recommended that residents of North Star Trailer Park <br />check into it. <br />Mr. Grimes also stated that TV and the National Weather Service do <br />an excellent job of notifying people of severe weather. <br />Mayor Hanson pointed out that Representative Don Valento had arrived at <br />the meeting. Fianson asked Rep. Valento if there was any legistation <br />pending in the House that might pertain to this subject. <br />Rep. Valento commented that there is legislation every year on mobile <br />home parks, but it has never gotten out of Committee. Valento commented Rose- <br />villeis not satisfied with their siren system and Vadnais Fleights is <br />considering such a system. Valento suggested that siren overlap may <br />be the answer. Valento also suggested that the City work with surrounding <br />communities on a civil defense warning sYstem and suggested that other <br />communities could help in the cost. <br />Rep.Valento informed the audience that he was on the Council at the time <br />North Star trailer court was built and he recalled that at the time the <br />Council and Fire Chief were not happy with the situation of only one <br />entrance and exit. Valento stated that he recalls that the City made <br />a provision that when another street was available, the trailer court <br />was to provide access to that street. <br />The City Attorney stated that if this is the case, the City could hold <br />the owners of the park to it. <br />Mr. Fahey asked if it would be feasible to use the Fire Department as <br />a storm shelter if the trailer park had two exits and the City provided <br />a civil defense warning system. Mr. Grimes commented that it would be <br />feasible provided that enough warning was given to trailer park residents <br />in order to get ta the Fire Department. <br />Fl resident of the trai7er park asked the Council where the residents could <br />go with their other complaints about the park. The City Clerk suggested <br />that the residents contact the State of Minnesota Legal Aid. <br />Page -7- <br />
