MINUTES <br />City Council <br />October 14, 1981 <br />Mayor Hanson questioned whether the property should be surveyed as <br />there are some ~iscrepancies with property lines in the area. The <br />Engineer commented that there are some discrepancies and the property <br />may not be where everyone thinks it is. The Engineer suggested doing <br />a survey of the property and determining where lot lines are. The <br />Engineer commented that the cost of this could be levied against the <br />properties. <br />Mr. Flynn informed the Council that Ryan Co. did a survey of his property <br />and he was assured that all the property was there. <br />The Engineer stated that it would take 6 to 8 weeks to get a survey of <br />the area done. <br />Mr. Flynn asked if the master plan could be approved subject to the <br />survey so that he cou7d go ahead with his plans for the development of <br />the property. Flynn commented that he had no argument with the street <br />lay-out. <br />Mr. LaMay stated that the Planning Commission held a special meeting at <br />which the street grid system was ~aid out. Mr. LaMay commented <br />that the Planning Commission felt they ca~~up with the best system for <br />the area. LeMay also stated that everyone at the meeting was opposed <br />to parks un~er the power lines. <br />Mrs. Nardini stated that at that meeting many members commented that it <br />was up to the Council to decide the Flllen Avenue issue and the issue <br />of a cul-de-sac rather than a through street on the Germain property. <br />Mr. Flynn stated that he thought the problem was solved at the Planning <br />Comm9ssion meeting. <br />The Planner stated that Joe Vitale thought he included the section of <br />Allen Avenue between Greenbrier and the other street ~n his motion. <br />Mr. LaMay stated that the Planning Commission felt the short section <br />of Allen Avenue through to Payne should be in there. Mr. Flynn stated <br />that only one property owner was opposed to this and that was because <br />he would have lights coming into his house. <br />Mr. Forsberg stated that he was on1y opposed to Allen Avenue going through <br />to Payne Avenue. Forsberg felt Payne Flvenue was a nice area on its own <br />and did not need cross traffic. <br />Mrs. Nardini stated that City code prohibits these long streets. <br />Dlardini also stated that a cul de sac at the back of the Germain property <br />would present problems for the fire department. <br />Mrs. Scalze commented that she wished the Planning Commission had made <br />a recommendation on the park issue. Scalze stated that there is a State <br />law and City ordinance that declares 10% goes to parks. <br />Mr. LaMay commented that the 10% did not have to be in this area being <br />discussed. LeMay stated that there are busy streets in this area and he <br />would not want his children in a park in this situation. <br />Paqe -12- <br />
