MINUTES <br />City Co~mcil <br />October 14, 1981 <br />The Planner stated that he recommends the City consider a park on this <br />property. Mrs. Scalze stated that the Park Commission needs a little <br />more input on this subject. <br />The Planner stated that the park would develop after the neighborhood. <br />Mr. Nie1son also pointed out that the neighborhood would be paying taxes <br />on the development of Spooner Park which it would probably never use. <br />The Planner also stated that the City is to acquire parks through <br />cash donated or land donated at the time of subdivis9on of a property. <br />The Planner commented that if it would be left up to the developer <br />they would rather the park charge were collected at the time building <br />permits were issued. If they have to donate land, th?s comes out of their <br />pocket. The P1anner also stated that if the City has to buy land at a <br />later date, it will be more expensive. <br />P9ayor Hanson stated that the Council shou1d get direction from i:he <br />people on whether or not they want parks. <br />Mrs. Scalze commented that if the land is being dedicated it is not coming <br />out of anyone's pockets. Mrs. Scalze also stated that the City is <br />following the State law. <br />Hanson stated that the City should put this question on the ballot. In <br />Shoreview a park issue was recently clefeated. <br />Hanson commented that the City can request dedication of park land or <br />cash. However, if land is dedicated the City has the cost of development <br />of the property and maintenance of it. <br />Mrs. Scalze stated that the City can have open space and green area and <br />not spend a nickle on it. Scalze stated that the City has gone for many <br />years without park land and it cannot continue to do so. <br />Mrs. Scalze asked Mr. Flynn what he planned for the easement that runs <br />on his property. Flynn replied that he could either add it to the <br />adjoining lots or he would consider dedicating it. He is flexible on this <br />issue. <br />Mr. Valento stated that he was opposed to the cul de sac at the top <br />of the Germain property. However, Valento felt that could be <br />resolveci by running the street along side this property. Mr. Valento <br />also stated that he would object to Flllen Avenue going through to Payne <br />if he lived on Payne Avenue. <br />Mr. Forsberg stated that he would like Payne Avenue to remain without <br />cross streets, <br />Mrs. Nardini stated that the City has a professional planner that <br />gave the City a plan. Nardini felt these long streets were bad for <br />joggers and children on bicycles. Nardini fe1t that cross streets made <br />for a nicer area. <br />Hanson stated that Mr. Flynn has a proposal for the development of his <br />property. Mr. Forsberg asked if the Council was going to consider the <br />development of this area piecemeal. <br />Page -13- <br />
