MINUTES <br />City Council <br />October 14, 1981 <br />Mrs. Nardini stated that the Council should accept a master plan. <br />The Planner stated that he ~s suggesting a master plan for the area <br />be accepted as a part of the comprehensive plan. This would establish <br />a guide for the development of the area. Council woutd then review <br />plans for the development of the area based on the master plan. <br />The Planner also suggested that the City establish a procedure that would <br />allow for the easier processing of all the little land transactions that <br />will occur in this area. <br />Mrs. Sca1ze commented that she was not in favor of the City's bonding <br />and assessing back the costs of improvements ~n this area. <br />Mr. Flynn asked if his area was combined with Mr. Sophie and Mr. Peterson, <br />if the City would consider putting the improvements in. Mrs. Scalze <br />stated that she would not consider this. Mrs. Sca1ze commented that <br />it was not a good time for the City to do this. <br />The Planner stated that the City has been concerned about its bonding <br />situation. Mrs. Scalze stated that other cities are not doing this <br />right now. Mr. forsberg agreed that it was not a good time for the <br />City to do this. Forsberg pointed out that Payne Avenue developed two <br />years ago and it is stitl not complete. <br />Mrs. Scalze pointed out that there are a couple of streets in the City <br />that are not developing right now. <br />Mr. Hanson asked what action the Council would like to take with regard <br />to the survey of the area. The Engineer stated that a public hearing <br />would have to be held on this. <br />Mr. Forsberg stated that if the property owners do not want the survey, <br />the Council cannot proceed. <br />The Engineer replied that the Council can adopt the plan as a guide plan. <br />Mr. Peterson asked if he and Mr. Sophie could get their own surveys. <br />Mr. Hanson and Mr. Forsberg replied that they could. <br />Mr. Valento commented that none of the property owners in the area are <br />developers. Valento stated that if they had to put their own streets <br />in, the Council might as well forget the whole thing. Valento stated <br />that the property owners cannot develop the area without the City putting <br />in the assessments and assessing them back. <br />Mrs. Scalze suggested that the Council adopt a plan it can live with and <br />work out the other problems later. Scalze stated that she would just as <br />soon not get involved with a survey. Scalze also commented that from the <br />information she has no other city is bonding for improvements on large <br />undeveloped plats because it is too risky. <br />Mr. Sophie commented that it was not fair to these property owners not to <br />do it when the City has done it for others. <br />Mrs. Scalze commented that the City has made a lot of other property owners <br />put in their own improvements. <br />Page -14- <br />
