MINUTES <br />Cii;y Council <br />October 14, 1981 <br />Mr. Hanson stated that he would not be in favor of the improvement <br />if a great many of the assessments could be deferred. <br />Mrs. Scalze stated that senior citizens have a right to water and it <br />woutd not be fair to not approve something for this reason. <br />Mr. Forsberg stated that it was not fair that a senior citizen who <br />can be deferred should sign a petition requesting an improvement. <br />Mrs. Nardini informed the Planner that the letter on the Edgerton- <br />freeway matter should be sent to Mr. Braun at the Department of <br />Transportat9on. <br />Mrs. Scalze did not feel the City should set a policy that if there <br />are so many senior citizens on a street, an improvement shou7d not <br />go in. <br />Mr. Forsberg commented that he did not feel 35% of the property owners <br />necessary signed the petition. Mrs. Scalze commented that the City <br />Clerk validated the petition. <br />The Engineer commented that he added some area not on the petition <br />because he felt now was the time to do these areas since the County <br />would be installing bike paths. The City would save a lot of restoration <br />costs because of this. The Engineer also recommended looping the line <br />across County Road D from Edgerton to Payne Flvenue. <br />Snow Emer- Mayor Nanson stated that there is a proposal by the Utility Department <br />gency that the snow emergency parking ordinance be amended that no parking <br />Parking is al1owed on City streets until the street is p1owed rather than <br />Regulation a pre-determined time. <br />Mrs. Nardini asked why the hour of 3 A.M. was included in this oxdinance. <br />Mayor Hanson suggested that the Flttorney review this ordinance. <br />Stenger & The Attorney reported that the markers are up on the Stenger property <br />Costa and the curbs will probab1y go in shortly. <br />Matter <br />Granada Mr. Forsberg stated that the building permits requested by Granada <br />Nomes Homes are not ready for approval. Mrs. Nardini commented that there <br />is a letter of credit on file with the City that is about to expire. <br />The City Clerk reported that a11 the easements are in with the exception <br />of the T'robeck easement and Mr. Trobeck wi11 be signing shortly. <br />Mr. Forsberg stated that the ditch has not been built. The Engineer <br />stated that he has not looked at this, but the pipes are in. The Engineer <br />stated he would look at it 1'hursday or Friday. <br />Page -22- <br />
