MINUTES <br />City Council <br />October 14, 1981 <br />Sanitary The Utility Department has proposed that the City's ordinance be <br />Sewer amended so that sanitary sewer liability is the responsibility of <br />Liability the homeowner from the house to the main. Presently, the City assumes <br />responsibi1ity from the stub to the main. <br />Mrs. Scalze felt that the City should amend the ordinance as suggested <br />by the Utility Department. <br />The Engineer statecl that most cities say the hqmeowner is responsible to <br />the main. <br />Mayor Hanson suggested that the City determine how big a problem this <br />is and how many times it comes up before they tal<e action. Hanson <br />also suggested that the City get the policy that other cities follow. <br />Vacuum Mayor Hanson asked how much it would cost the City to rent a piece of <br />Equipment vacuum equi~ment for vacuuming up leaves. Mr. Forsberg thought it might <br />cost $140 per hour. Forsberg stated that the City of Roseville does <br />this because they have the equipment. <br />Park Mrs. Sca7ze reported that no appl9cations have been received for the <br />Commission vacancy on the park commission. Scalze suggested that the vacancy <br />Vacancy be readvertised. <br />Park Mrs. Scalze suggested that the Park Commission h~~dget s'rzouid be azrLea;dea as <br />Commission there was no provision made for salaries of park commission members. <br />Budget The City Clerk stated that there was provision made for these salaries <br />under temporary employees. Mrs. Scalze had been informed that these <br />salaries were paid under catagory 9409 which is memberships. <br />Mrs. Scalze felt that provision should be made under catagory 9203 <br />for the puppet wagon. The City Clerk stated that this has been providecf <br />for under the category for other contractural services, not 9203. <br />Mrs. Scalze stated that she will check that the Park Commission members' <br />salaries have been provided for and also stated that there will be a <br />puppet wagon this year, and money will have to be provided to pay Por it. <br />Park Mrs. Scalze asked if the Council had any desire to acquire the Turnquist <br />Land property for park land. The Park Commission is proposing to buy this <br />property for a nature center. The property consists of approximately <br />33 acres. <br />Mr. Forsberg stated that he was not in favor of spending any more money <br />on park land. <br />Mr. Hanson stated that he would like to find out what the rest of the <br />people want in this regard. Forsberg also stated that if the people <br />want it he would be in favor. <br />Hanson stated that he would be in favor of buying it for open space, <br />but would not want to take away from it as a ho1ding area. <br />Page -27- <br />
