MINUTES
City Council
October 28, 1981
The Planner stated that the five foot setback for the garage was questioned,
but as the property was platted and developed before the ordinance was in
effect, the five feet would be allowed.
The Planner stated that he viewed the property and he did not see anything
that would indicated the additional garage not be allowed. The Planner
commented that there is a lot of equipment on the property that would
make the idea of a second garage a good one.
The P1anner suggested that on any second garage situation, the Council
specify that no home occupation would be allowed to take place in the
yarage.
Mrs. Sca1ze commented that a permit would be needed for this anyway.
Mr. Hanson stated that the property could be sold and this would just
be a matter of enforcement. The Planner commented that the City wou1d
have something to fall back on if this would be made a part of the approval.
Mr. Gear commented that he owned apartment buildings and may store
refrigerators or other appliances in the garage. Would this be considered
a home occupation.
Mrs. Goodlake appeared before the Council and stated that she understood
that before construction would be allowed to begin a permit must be
taken out.
Mrs. Nardini stated that Mr. Goodlake wanted to get his slab in early and
was told by the City staff that a permit was needed for anything that
amounted to $500 or more. If under $500, a permit was not needed. Mrs.
Nardini commented that if a permit for the garage 9s not approved, Mr.
Gear would have a nice patio.
Mrs. Goodlake stated that her house is right behind the Gear property and
she is interested in what the garage would look like. Mr. Gear stated
that the garage would be used for storage purposes and wou7d have the
same siding as his house.
Mr. Goodlake appeared before the Council. Mr. Goodlake pointed out that
Mrs. Nardini had a neighborly re7ationship with Mr. Gear. Mr. Goodlake
commented that Mr. Gear present1y has some apartments in the basement of
his home. Mr. Gear stated that there were no apartmerits in his basement.
Mayor Hanson stated that this was not germane to the issue.
Mr. Goodlake stated that when he sits in his backyard, with the new garage
in place, he will not be able to see anything but buildings. Mr. Goodlake
commented that he has seen no plans for the building. Mr. Goodlake
commented that he was against the permit beiny approved.
Mrs. Scalze commented that she did not think miscellaneous storage should
include refrigerators.
Mayor Hanson stated that the Council cannot regu7ate what someone stores
in his garage.
Page -9-
