MINUTES <br />City Council <br />December 9, 1981 <br />Pnr. Parks stated that the requirement could be put in when the Council <br />needs it, but waived at Council discretion. <br />Mrs. Plardini stated that the stakes were put in on Mr. Garske's property <br />fior the sw~il and Mr. Garske removed them. <br />Fahey suggested that a letter be sent to Garske stating that if he does <br />not comply and install the swail the City will do it and Garske will be <br />held responsible for the costs. <br />Mrs. Scalze stated that the City Clerk has determined that the City has <br />issued 27 occupancy permits in the past year. <br />The Mayor instructed ~e Clerk to send Garske a letter giving him the option <br />of either installing the swail himself or having the City do it and charge <br />him for it. <br />Amending Mrs. Scalze suggested that the agenda be amended so that the Recreation <br />The personnel would not have to sit through the whole Council meeting. <br />Flgenda <br />Mrs. Sca.lze introduced the following resolution and moved its adoption: <br />RESOLUTION M0. 81-12-687 - AMENQING THE AGENDFl 70 FIEAR <br />ITEMS PIO. 22 AND 23 ON THF. AGENDA <br />The foregoing resolution was duly seconded by Mr. Hanson.. <br />Ayes (5) Scalze, Hanson, Nardini, Fahey, Forsberg. <br />Nayes (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution 6ook No. 7, Page a69. <br />City Mrs. Scalze requested that the Council set an expenditure policy for <br />Expenditure all departments doing City purchasing. At the last Council meeting <br />Policy a voucher of the Recreation Department was questioned. And the Recreation <br />Department does not know where the d9viding line is with regarcls to <br />Council involvement in expenditures. <br />It was pointed out that the law requires that formal bids be taken for <br />anything over $10,000. <br />P4r. forsberg stated that his department takes at least quotations on <br />anything over $500. The City Clerk suggested that anything over $500 <br />get an approval from the Council. <br />Mr. Forsberg suggested that from $500 to $2,500 informal quotations should <br />be taken. Forsberg stated that this was the policy the School District <br />follows. Forsberg felt that over $2,500 should be formal bid, <br />Mr. Morelan asked if something is in the City budget why it had to be <br />brought back for Council again for approval, Mr. Forsberg replied that <br />in the present econorqy just because something is budgeted for does not <br />mean that the Council wants to do it. <br />Pane -10- <br />
