MINUTES <br />City Council <br />December 9, 1981 <br />The City Clerk informed Mr. Morelan that the City has revenues <br />budgeted, but the revenues may not be coming in. <br />Mrs. Nardini introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-12-688 - DECLARING THFlT ALL DEPARTMEMTS DOING <br />CITY PURCHASING COME UNDER THE FOLLOWING POLTCY: $0 TO $500 <br />EXPENDITURE CAN BE MADE; $501 TO ~2,500 - INFORMAL QUOTATTONS <br />MUST BE TAKEN WITH APPROVFlL BY TNE COUNCIL; OVER $2,500 <br />REQUIRES COUNCIL ACTION <br />The foregoing reso1ution was duly seconded by Mrs. Sca1ze. <br />qyes (5) Nardini, Sca1ze, Iā€¢lanson, Forsberg, Fahey. <br />Nayes (0). <br />Resolution declared adopted. <br />This resotution appears in Reso7ution Book No. 7, Page 470. <br />Recreation Mrs. Scalze suggested that the Flttorney repea.t the advice he had given <br />Trave7 the Counci7 regarding Recreation travel time at the last Council meeting. <br />Time <br />The Attorney stated that the City could either pay Recreation directors <br />a flat sum based upon the average of what the City expects they wou1cl <br />need for travel expenses or have the directors I<eep track of their <br />Cravel expenses and submit vouchers for these items. The Attorney <br />stated that if these people are employees of the City, the money <br />is subject to withhalding. If the peop1e are independent contractors, <br />they would keep their own records and the City would not be involved. <br />Mrs. Scalze informed the Council that she contacted the County for <br />their procedures with regard to travel time. Mrs. Sca1ze submitted <br />this information to the Council. <br />Mr. Fahey stated that the procedure was set up in the past through no <br />fault of the present director and assist~nt ~irectors. Fahey stated <br />that he supported Fldjustment #4 as outlined by Mrs. Scalze. This <br />would ro71 the independent travel payment into salary. <br />Mrs. Sca1ze stated that she would like to see the procedure streamlined. <br />Scalze also commented that she did not want the City to become involved <br />in mileage statements. <br />Mr. Forsberg commented that with the amount of money proposed to be paid <br />to the director and assistant director, the City might be getting close <br />to hiring a full-time director. Mrs. Scalze commented that the City <br />could not run their Recreation program with on1y one person. Fahey <br />also commented that the City wou1d not be able to hire a full time <br />director Por $12,000 per year. <br />Mr. Gene Delonias suggested that this subject should be brought to the <br />attention of the City's accountants. <br />Tt is the concensus of the Council that the Recreation directors are <br />City emplnyees and not independent contractors. <br />Paae -11- <br />
