MINU7ES
City Council
December 9, 1981
Mr. fahey asked if the directors kept track of the number of hours they
spend on Recreation activities. P1r. Morelan replied that they did not,
but if they did, they would probably be asking for more money.
Mrs. Nardini stated that she was not in favor of adding any more money
to the budget. Nardini fe1t ~hat any increase in the directors' sa1aries
should come from the9r present budget.
Mr. Forsberg stated that he was not in favor of a 30% increase. He uaould
be in favor of an additional 10% over the 10% that was approved at the
budget meeting. Mr. Forsberg stated that no one pays his taxes for him,
and did not feel the City should pay the taxes of the Recreation directors.
Mr. Fahey pointed out that these people did not create the system ~nd they
should not be penalized for it.
Mrs. Na.rdini stated that these people have been getting a tax break for
years.
Fahey stated that it was a tax break for them and a salary break for the
City.
Mr. Morelan stated that the bottom line is that the clirectors are not in
favor of taking any money out of their pockets.
Mr. Hanson stated that he would not want to tal<e anything away that was
already given.
The Attorney stated that the State Statute says that City may pay a
monthly or a periodic allowance. The Flttorney stated that it is O.K.
to give them an increase in their mileage expense each year, but it
should not be based on salary. The Attorney stated that it would be
more realistic to base it on the use of the car.
Mr. Forsberg stated that the mileage portion is out of proportion.
Forsberg asked if the City would get questioned on this, because the
City knows these figures are out of proportion.
Mr. Morelan suggested that perhaps the accountants should be consultecl
about this. Morelan stated that the County gives a flat fee for trave1
and does not require documentation.
Mr. Fahey stated that at the last meeting the Flttorney stated that the
City could not pay a flat fee, unless withholding was taken out. Fahey
expressed concern because now the ~ttorney state~ that withholding would
not have to be tal<en out.
F1hey and Scalze agreed that perhaps the City should check with its
accountants on this.
Fence For P~rs. Scalze reported that the Recreation Department has obtained. three
Skating bids for a fence at the skating rink. Metropolitan Fence has indicated
Page -12-
