MTNUTES <br />City Cauncil <br />December 9, 1981 <br />North The Engineer reported that Mrs. Scalze asked why the City di~ not move <br />Payne the tower when North Payne Flvenue was put in. The Engineer stated that <br />Avenue he contacted NSP and they thought it might cost between $125,000 and <br />Tower $200,000 to move this tower. <br />The street was not put in to one side of the tower, because one of the <br />property owners in the area would not give the City an easement without <br />being paid a large sum of money. <br />Ryan The Engineer reported that the assessments for Mr. ~yan would be charged <br />Flssessment against four lots he owns in Ryan Industrial Park. Three of these lots <br />have buildings on them. <br />Mr. Forsberg stated that he was not in favor of assessing a lot withaut <br />a buiiding on it. Mr. Fahey agreed. <br />Mr. Fahey suggested that the agreement with Ryan be redrafted to get the <br />assessments on the 1ots with buildings on them. <br />Roseville Mrs. Nardini asked the status of the Roseville/Little Canada pipe situation. <br />Little Canada <br />Pipe The Engineer replied that he would be coming in with a cost on this. <br />Situation The Engineer stated that he is also talking to Shoreview about the <br />hook-ups on Rice Street they have requested. <br />~NR Wet The Planner reported that the DNR wet land report is an inventory of <br />Land wetlands and public waters within Ramsey County. The intent is to <br />Report preserve an~ protect these. There is also a system of classification <br />of these wetlands. The Planner stated that he will get a copy of a <br />map to the Council with these classifications. <br />The DNR will hold public hearings on this in order to people to dispute <br />the classifications. The Planner stated that the public hearings <br />are usually for the landowners rather than the C1t1ES as the classifications <br />usually have more impact on the property owners. <br />A-95 The Planner reported that the A-95 review process was for purposes of <br />Review distribution of Federal funding. The State is split into 11 regions <br />with the metro area being region 11. Any monies coming from the Federal <br />government will be dispursed through regions. <br />The Planner stated that he is finalizing some comments made by the Metro <br />Council onthe City's Comprehensive Plan. They had very few commerits, <br />and felt the plan Nias consistent with the metropolitan plan. <br />Page -17- <br />
