MINUTES <br />City Council <br />December 16, 1981 <br />Mrs. Nardini aske~ Mr. Locke if he was hopeful of finding fulltime <br />employment or if he planned to split his time between a few cities. <br />Mr. Locke replied that he thought he would try to contract with some <br />of the smaller cities for fire inspections. <br />Mr. Fahey informed Mr. Locke that the <br />hours that they will require and have <br />paid to the building inspector as yet. <br />City is unsure of the number of <br />not worked out the salary to be <br />Mrs. Nardini stated that the current inspector has not done the job <br />for the City that the Council wanted. Mrs. Nardini stated that the <br />Counc9l is thinking in terms of 3 half days per week, or possibly <br />1 full day and 1 half day. <br />Mr. Locke informed the Council that you can determine the amount of <br />time needed for building inspection by the valuation in terms of new <br />buildings that a city has in a year's time. <br />Mr. Locke also informed the Council that in White Bear the building <br />9nspectors do all inspections except for electrical. <br />Mrs. Nardini informed Mr. Locke that ~he City currently does not have <br />the filing system it needs. Mr. Locke stated that he is building <br />inspector in the City of Wyoming and he developed a card filing system <br />in that city. <br />Mr. Locke stated that he wou7d prefer to come in for 8 hours a day and <br />feels that would work out better for the Ci~y. Mr. Locke felt that <br />he could come in for a couple days a week and have those days on either <br />ends of the week. <br />Mr. Fahey asked Mr. Locke if it would be attractive to him to spend <br />16 hours per week in the City and be paid something comparable to what <br />he was receiving in the City of White Bear on an hour~y basis. Mr. <br />Locke replied that he would consider this if he were to do the heating <br />and pYumbing inspections also. <br />Mrs. Nardini asked Mr. Locke if he felt he could hand1e all three areas <br />in 2 days per week. Mr. Locke replied that a 2 1/2 million dollar valuation <br />would warrant a fulltime 9nspector. <br />Mr. Forsberg commented that he was more in favor of a 20 hour per week <br />position. Forsberg stated that it takes time to get the job done we11, <br />and the City should spend the money to get a decent job. <br />Mr. Fahey stated that he coultl see the job evolving into other inspection <br />areas if the City lost one of its other inspectors and the build9ng <br />inspector was doing a good job for the City. <br />Mr. Locke stated that an inspector not on1y ensures a project meets the <br />zoning code and setbacks, an inspector helps get the job done for the <br />people. <br />Mr. Forsberg stated that he does not like one set of eyes on a new <br />piece of construction. Forsberg stated that he was not opposed to the <br />building inspector doing the plumbing and heating inspections, but was <br />Page -2- <br />
