MINU7ES <br />City Council <br />December 16, 1981 <br />Mr. Fahey asked if Mr. Johnson had any thoughts with regard to salary. <br />~ohnson replied that most cities pay a percentage of the permits. <br />Mrs. Nardini asked if Mr. Johnson would consider working on a half-time <br />basis. Johnson replied that he would approach it as another commission <br />and set aside the time necessary to get the job done. Johnson did <br />comment that he would hope the job would not exceed 16 to 20 hours per <br />week. <br />Johnson also stated that with regard to sa7ary he would not object to <br />either a percentage factor or a flat rate. <br />Fahey stated that the City currently has terrible records and documentation <br />and does not know how many hours were spent on projects. <br />Mr. Johnson agreed that this was very impor~ant. <br />Mrs. Scalze commented that there are people in Little Canada who do not <br />feel they need a building permit. Mr. Johnson stated that the same <br />situation exists in Eden Prairie. <br />The Counci7 thanked Mr. Johnson and stated that they would get back to him. <br />The next appl9cant that was interviewed was Flerb Adolphson. Mr. Adclphson <br />was the building inspector for the City of E1k River from February 12, <br />1979 through April l, 1981. <br />Mrs. Scalze informed Mr. Adolphson that the City's position is part-time. <br />Mr. Adolphson stated that he is a civil engineer and left Elk River on <br />April 1 of this year as their building inspector. Mr. Adolphson stated <br />that the reasons for his leaving were political ones. There were <br />Councilmembers in Elk River who warrted favors done for their friends, <br />and Mr. Adolphson would not go along with this. Mr. Adolphson stated <br />that he also worked on the Orono Dam in Elk River and there was a problem <br />with Elk River compensating him for the time he spent on this project. <br />f4r. Fldolphson stated that he would hope the position would eventually <br />develop into fulltime, but he would accept part-time until the situation <br />warranted for fu1ltime. <br />Mr. Fahey asked Mr. Adolphson his salary expectations. Mr. Adolphson <br />replied that he would expect a percentage of the fees. <br />Mrs. Scalze stated that the City is considering need for a building <br />inspector two days per week. Mr. Forsberg corranented at most it wou7d <br />be 20 hours per week. Mr. Fldolphson replied that the valuation for <br />Little Canada last year warrants a ful7time inspector. Fldolphson <br />stated that the following inspections should be made on a property, <br />site, foundation, framing, insulation, rough-~n plumbing, final plumbing, <br />heating and final on the house. <br />Mrs. Nardini informed Mr. Adolphson that the City presently does not <br />have an adequate system and the Council is vague about what it presently <br />needs. <br />Page -4- <br />
