~LINUTES <br />City Council, <br />January 27~ 1982 <br />Shoreview The Planner reported that the item in the agenda on the Shoreview Compre- <br />Comprehensive hensive Plan was just £or information. The Ylanner also commented that <br />Plan the Plan is consistent with Metropolitan Council guidelines. <br />Ruth 'Phe Ylanner reported that he has compared the landscape plan submitted <br />Street by Hughes Construction with the as-built p1an. The Planner reported that <br />PUD there was a reduction in the number oi' plantings and the e££ect was that <br />Landscape Some o£ the planta.ngs were removed from the property along the railroad <br />Ylan right-of-way and the number of plantings in the front were increased, <br />There was also a hedge removed because of the addition o£ some windows <br />in the buildings. <br />The Ylanner stated that he had no problem with the change in the <br />landscaping. <br />The Planner also commented that there was concern expressed about <br />some of the grading done on the property. 'Phe Planner stated that <br />a grading plan was never submitted. <br />Mrs, Nardini asked what the Council could do about the steep slope. <br />Nardini stated that another developer was previously required to put <br />up a timber wall. <br />The Planner commented that any initial damage would be to the Hughes <br />property. <br />Mrs. Nardini stated that the Planner corrunented to her that something <br />might be able to be done about ~tnis with plantings. <br />Mrs. Scalze suggested that Hughes be instructed to settle this with the <br />property owner to the north and bring the Council a letter outlining <br />the solution. <br />The Planner stated that the City~s ordinance states that a landscape <br />bond is to be kept on fi:Le for two growir~ seasons. Mayor Hanson <br />questioned i£ the landscape bond woul.d cover drainage. <br />The Plaruxer stated that the bond did not cover a wa11, and he did not <br />feel it could be tied in with this. <br />i~Jr, k'ahey suggested that the Council let the matter ride and see if a <br />problem developes. <br />McCumber The City C].erk reported that the insurance company has noti£ied the <br />Landscape City that the McCumber landscape bond e~cpires on April 7, 1982. <br />Bond The Ylanner commented that he believes the two growing seasons for <br />this landscaping are over now, <br />Council felt that before the bond is released~ the Ylanner should <br />inspect the landscaping after the anow has melted to exisure tnat a.t <br />complies with the plan submitted. Mayor Aanson did not feel that the <br />snow would be melted by the end of March when the rest of the Council <br />Page -9- <br />
