MINUTES <br />City Council <br />January 27~ 1982 <br />Planning The Planner commented that some of the items coming up during 1982 <br />Contracts are the Subdivisioxi Ordinance, Shoreland Ordinance, Flood Plain <br />(Cont.) Regulations, formal completion of the Allen Avenue plan~ procedure <br />for Comprehensive Plan amQndment and poseib3~ Zoning Ordinapce <br />revisions. <br />Mr. Fahey asked the Planner to estimate 1982 planning costs to the <br />City. The Planner stated that he could not project this. The <br />Planner stated that the City~s costs during 1981 were $9,000 and 1982 <br />costs could possibly be $5,500 less. <br />Mrs. Scalze commented that she believes the City has to have a Planner <br />and could not get along without one with the amount of development <br />in the City. <br />The Planner commented th~t Mrs. Scalze has told ham she was afraid <br />to telep}xone him at times because it might cost the City money. <br />The Planner stated that telephona calls such as these are covered <br />under the Zoning Administration contract. Calls on a specific <br />project are passed on to the project. <br />Mr.Forsberg commented that he believed the new Building Inspector <br />could take over a lot of the work that the Planner is doing. Forsberg <br />stated that he would like the Planiaer to be on an on-call basis if <br />the City needs his services, Foraberg also did not feel that the <br />Planner was needed at Council meetings. k'orsberg did not think <br />that everything needed to be turned over to the Planner and that the <br />Building Inspector could be ehecking parking requirements. Forsberg <br />stated that if the Building Inspector did not feel he could handle <br />something, then it should be turned over to the Planner. <br />The Planner commented that the sign issue has alraady been turned <br />over to the Building Inspector. The Ylanner also stated that there <br />are site inspections that the F3uilding Inspector could be doing, <br />Mrs. Scalze commented that the Buildixig Inspector will be looking <br />at a project in terms of whether or not it meets code and the Planner <br />wi11 look at something in terms of what is best £or the City. <br />The City Clerk suggested that the Council give the Building Inspector <br />time to familiarize himself with City ordinances, The Clerk also <br />stated that he feit the Planner was more capable of reviewing a plat <br />than an engineer. The Planner woul.d do a more comprehensive review <br />of a plat than a civil engineer would do. <br />Fahey suggested that the City retain the Planner on a six month basis <br />and in the meantime the Planner work with the Building Inspector, <br />Fahey a].so suggested that the Planning Commissa.on be in£ormed to <br />initially turn things over to the }3uilding Inspector and i£ he needs <br />assistance, he wi11 turn the item over to the Planner. <br />Page -6- <br />
