t~INOTES <br />City Cotuicil <br />Pebruary 109 19ti2 <br />Awarding Tora Horwath~ the City~s Tree lnspector~ appeared before the Council. <br />Tree l~lr. Horwatn reported that the City received three bids for tree <br />Contract rernoval in Che City during 1982. Tkiere are i'rom Yrecision in the <br />amount of ~3,u95, ~'Po in the amount of $7,000~ and Haines in the <br />amount of $3~511, Nis~. Hor*aath reported that Precision Contracting <br />had the tree removal contract £or the City during 19t3i and did a <br />good ,7ob Yor the City, Based on this, Nir. Horwatn recomrnended that <br />tne City Counc:il award the contxact to Yrecision. <br />Mrs. 9calze asxed ii it were possible to award a contract to someone <br />who was not the low bidder, The City Attorney stated that this was <br />possible~ but the Council should reflect its reasons for doing so <br />in tne Council meeting rninutes. <br />Nirs. Nardini expressed concern that Yrecision recently removed a <br />tree frorn her property and she felt sne was cnarged a higher price <br />than was quoted in tne contract 1'or the size tree sne had. Mrs, <br />iVardzni stated that she was cnarged z'or a ZtS to ju incn tree and the <br />one removed frorn her property was not that large. Mrs, Nardini <br />also expressed concern that a Zy% additlona~. cnarge can oe made i'or <br />topping. <br />i'2r. F'orsberg statea tnat ne rett the contract snoutd pe awaraed to <br />tine low bidder. <br />Nlr, Horwath reported that George Haines, Sr. is now running Haines <br />'Pree Removal and Mr. Horwatn did not feel Mr. Haines got out and <br />superviseq the job as we.l~. as nis so~i ala wnen his son was running <br />tne company. <br />Nlr, Forsberg stated that unless tnere were reai.ly gooa reasons sor <br />not going with the l,ow bidder~ that ls wno the City snould awara tne <br />contirac~ to, 1~'orsberg conunented that the City should not even take <br />bids if they are ~;oing to award contracts to other than the low bidder. <br />Mr. Horwath a:lso stated that he felt Precision was more willing to <br />take down some of the more difficult trees in the City whereas Haines <br />was not. <br />Nlr. Hanson commented that Yreci.sion is located in Little Canada and <br />operated by residents in the City. <br />Mrs. Nardini commented that the Council should reconsider the wording <br />in the contract with regard to topping.
