S~al,ze in£ormed Hanson that if he chose not to attend <br />(Cont.) the meeting~ he chase not to be heard. <br />Mr. Ilanson informed Mr. Swanson that the Counca.l did not illegally <br />hire Mr. Locke and they orere within their right to call a specia~ <br />Counaa.l meeting, <br />The City Attorney stated that it is not illegal to not advertise <br />a position, <br />Mrs. Nardini commented that the Council did advertase for a part-time <br />bu9.lding inspector and there were some applicants that indicated that <br />they could be full-time. Mrs. Nardini also inforsned Mr. Swansott that <br />the City is obtaining a qualified fire anspector in Mr. Locke, <br />N~'. ~S~aanson stated that there are pther qualiPied people that should <br />have been given tho opportuni.ty for the job, <br />Mr. Fahey stated that he is not prepared to rescznd the resolution <br />ha.ring Mr. Locke because the City did not advertise the position. <br />F'ahey commented that the City had a good man who was going to leave <br />the City £or other full_time employment. Fahey also stated that <br />the Council projected the building fees that should be received and <br />they Wiii oi'£set the Building Snspector~s salary, Mr, Locke, in addition <br />to bua.lding anspection~ wil7, also be doing plumbing and heating inspections9 <br />£ire inspeations and code en£orcement, <br />Mr. Swanson sugge~ted that a workshec~ be submitted £or the position. <br />P4x. k'orsberg reported that he did not vote in favor of hiring Mr, Locke <br />full-ti.me, Forsberg stated that the City does need a fire inspector <br />and a building inspector, The only thing Forsberg coul.d not convince <br />himself o£ was that Mr. Locke was needed full_time. Forsberg stated <br />that he thoizght the City and Mr, Locke had a gentlemen~s agreement that <br />he wou].d work six months. A1so~ thexe is currently no bui.lding going <br />on. Forsberg stated that he was not 100% againsi: hiring Locke £u].l-time, <br />but felt giving all, the duties to one person was not good. Forsberg <br />stated that he had no problem with the salary, only whether or not the <br />City could aft'ord it. <br />Mr, F'ahey stated that the hiring was done oza a trial basis and would <br />be reviewed at budget time. A1so the City C~,erk is a fu1l..tame employee <br />and he feels that the City needs a fu7.1-time building inspectox, <br />P'$hey stated that he felt the position will pay for itse].f, Fahey stated <br />that if the job does not pay for itself, he wi11 be the £irst to say <br />that the position has to be cut back. k'ahey cwnmented that there have <br />been developers on the Council for a long time9 and devel.opers do not <br />want to step on the toes of other developers, <br />Mr. Fahey stated tnat there are problems in the City and it is time someone <br />should trzlce the heat ana resol.ve these problems.
