~zNVT~s <br />City Council <br />April l~, 1982 <br />Senior <br />Citizen <br />FIousing <br />~~ont.) <br />Mxs, Gallagher asked the Council if they were doing everythira~ in their <br />power to help the seniors. <br />Mx, Forsberg stated that at the last meeting the Attorney and City <br />Clerk were instructed to do everything they could, Forsberg stated <br />that at this point the City is trying to detexmi.ne if the two properties <br />previously discussed were able to meet qu~lifications. <br />The Clerk reported that the Antler Corporation is presently reorganizing <br />and once this is completed, they wil]. discuss the property near the <br />Market Ylace with the City, The Clerk stated that the reorganization <br />could be completed t~amorrow, At that ppint the City shou7.d try to <br />obtain an option on the property, The Clerk stated that it will take <br />until October to know i£ there is HUD money, Applications can go out <br />on May 1$, The Clerk stated that the City will be bidding for the money <br />against many other cities, <br />Mr. Fahey stated that the City has to wait for the guidelines to come <br />out on Nlay 15. In the meantime~ the City must try to get something <br />going on the property. Fahey stated that the Attorney should be <br />authorized to enter into the negotiations to tie up the property. <br />The Clerk reported that the Archdiocese is also looking at the Minnesota <br />Street site, <br />Mr. Fahey stated that if the Antler property is tied up contingent <br />upon block grant funds being available~ then the City will ca11 a public <br />learing on the rezoning of this property. <br />Mrs, Nardini stated that if the Ant;l,er property is not available~ then <br />the P~tiinnesota Street property can be considered. The Clerk stated that <br />the City is working simul.taneously on both properties. <br />Mrs. Nardini asked how a senior wou].d qua7.ify to get into the housing, <br />Mrs. Gallagher replied that this is determined i'rom how the senior <br />registers. Mrs. Gallagher reported that she already has 150 seniors <br />reg9.stered, Ftegistrants are considered in the order that they registered. <br />Mr, Hanson asked if the City should have a copy of Mrs, Ga7-lagher~s list, <br />The City Attorney replied that it should. <br />Mrs, Scalze in£ormed the audience that they should be aware that peop].e <br />cannot be rich to live in this type of housing, Scalze commented that <br />~he sah~le apartment building cannot pay full rent. Mrs. Gallagher replied <br />that they were aware of this. <br />Mr. Chlebeck asked the Council what its price limzt would be for the Antler <br />property. Council £e1t this was not the time to d.iscuss this. <br />Mr. ~'s,hey stated that the Attorney should consider options on both pieces <br />o£ property. <br />Page -7- <br />
