I~INUTES <br />City Council <br />April :l,l~, 1982 <br />N,y~n Mr, Ryan informed the Co~c9.1 that he intends to do the work on the <br />Assessment rest of the streets at the same time this work is done, Ryan also <br />(Cont,) stated tha.t he will seed the b~u].evards and cut in the driveways. <br />Mro Fahey asked Mr. Ryan if he will give the City a commitment in <br />writing on this. 1~Ir, N,ye.n replied that he ~~ould. Hyan stated that <br />he will do this the best way he knows how to progressively, <br />Mro Fahey asked P4r. Ryan if he would loop the water connect9.oras, <br />Ryan replied that he would, <br />Mr, FQrsberg stated that Nir. Ryan wants the ora.ginal pl.an to overlay <br />the street vrith two inches of blacktop, <br />i~irsa ScaJ.ze stated that the City has not accepted this street. Mrs. <br />Nardani commented that the City is not going to accept the street, <br />Mrs. Scalze asked what will happen a.f Mr, Vitale wants to use this <br />street. Mr. Ryan replied that he wi.ll take the blame £ox• that. <br />Mayor Hanson asked if the adoption oi' the pZat indacated that the City <br />acquiried the road< t4r, Wil].iam Fink~ M~, Ryan~s attorney~ stated <br />that he has loolced at the plat and there is a dedication of the <br />roads described in the plat, Mro k'ink stated that the road has <br />been dedzcated by the plat and the plat says this specifically, <br />Mr, Sweeney stated that he has not studied thi.s plat~ but felt that <br />the land dedicated in the plat would be dedicated to the public, Whether <br />or not the City improves the road is a different question, <br />Nir. Fahey stated that the City is not in a position to accept this <br />street and the City will not maz,ntain the street. <br />Mr. Ryan co~ented that he does not understand why the City does not <br />take this road over with the amount o£ tax revenue the City receivss <br />on his property. <br />Mr, Fahey commented that he does not want to spend City tax dollars on <br />a road that was built on a peat bog. This road must stand up to <br />commercial and industrial traffic and the road does not meet the City <br />Engineeros specificatiorzs for a 9~on road, <br />iKr, H~~~, stated that it does meet these speciTications except for the <br />£act that it is built on peat, <br />Mr, Aanson questioned if the City ha.d arzy obli~~ations on the ~trength <br />of the building permits i.t has approved. Haneon a1.so commented that <br />i£ the City continues to approve buil.ding permits and coll.ect taxes <br />does th~s requ9.re the City to provide services, <br />Mrs, Scalze commented that thi.s was i~x, Ityanos total project and he <br />was the one who decided to sell part of it, <br />Yage m9~ <br />
