MINUTES <br />City Council <br />May 26, 1982 <br />Jespersen <br />Plat (Cont.) <br />Mrs. Scalze srated that she thought this ordinance was created <br />for. larger parcels and did not feel it was made for 8 lots. <br />Mr. Fahey stated that it was his feeling that a11 residenti.al develop- <br />ment should be charged $300 per home and the percentage should apply <br />to commercial and industrial development. <br />Mrs. Scalze stated that she thought the 10% figure was too much <br />and should be lowered to 5%. <br />Mr. Fahey aslced if the Ramsey County Watershed District wanted <br />to look at Chis development. Mrs. Scalze stated that they would <br />not want to look at this since the street is already in. <br />The Engineer stated that the Council. has a copy ot a repor.t that if <br />taken at face val.ue none of Che houses on either Payne Avenue or <br />Edgerton would have been built. <br />The Engineer also stated that when the lots at the back of. the Jespersen <br />property are deveLoped, they will be required to provide a 10 f.oot <br />easement so that in the end ther.e wil.l be a total of 20 feet. The <br />Engineer also stated that he will show Mr. Jespersen what the grade <br />shouLd be. <br />The City Attorney stated that the Parlc Charge Ordinancc as it exists <br />has presented a probLem to the City many times. In the application <br />of this ordinance, the City has established a policy of nep,otiation. <br />The Attorney stated that bef.ore the Council amends the ordinance i.t <br />should spend some time reviewing it. <br />Mr. Fahey suggested that perhaps the Park Commission should review the <br />ordinance and give the Council its recommendations. <br />The Attorney suggested that on the Jespersen plat, the Council deal <br />with this ordinance on a variance basis. <br />Mayor Hanson suggested thaC the park charge be collected at the time <br />a building permit is issued for each lot in view of the sizeable <br />assessments on the property. Mrs. Scalze commented that with St. Jude's <br />development the park charge wi1.1 be collected in phases. <br />Mrs. Nardini asked who wil be paying for the Engineer's services. <br />The City Clerk commented that his charges are paid from the Lees coLlected <br />on this plat. <br />Council discussed whether or not the Engineer should give approval <br />to the grade plan f.or this p1at.
