MINUTES <br />City Council <br />May 26, 1982 <br />P1ynn <br />Proposal <br />Agenda <br />Item No. 17 <br />Mr. Fl.ynn appeared before the Council. Mr. F1ynn stated that he is <br />the owner of the old Lundeen property. Mr. Flynn al.so commented that <br />he and Mr. Sophie would like to develop their proper.ty and asked the <br />Counci.l if they wouLd consider City bonding f.or the improvements. <br />Mr. FLynn aLso informed the Council that Mr. Peterson is not i.nterested <br />in developing his property at this time and asked the Council if they <br />could do anythi.ng about this. <br />Mrs. Scalze asked if Mr. Peterson does not want to develop his property <br />how Mr. Sophie can put in the street. The Planner replied that the <br />street would be on the property owned by Mr. Sophie. <br />Mr. F1ynn asked if. the City could defer the cost of the assessments <br />to the Peterson property. Mr. Fahey replied that the City could not <br />do this at this time. Mrs. Scalze commented that the City has been <br />having problems due to deferred assessments. <br />Mr. Fahey asked if the City could assess Mr. Peterson. The Engineer <br />replied that the City could, but Mr. Peterson has the right to appeal <br />the assessment. <br />Mr. F1ynn stated that he understood Mr. Peterson's feelings, but asked <br />if Mr. Peterson should ha~et~ right to hold up he and Mr. Sophie from <br />developing their proper.ty. <br />Mrs. Scalze commented that Mr.. Flynn coul.d sti11 develop his property. <br />Mr. F1ynn asked if the Council would go along with Ci.ty bonding for <br />just his parcel. <br />Mr. Forsberg stated that he wouLd not be in favor of a dead end street <br />1000 feet long. The PLanner commented that the street could be Limited <br />to a 500 foot long cul-de-sac. <br />Mr. Fahey stated thaC he was opposed to City bonding for just one <br />developer. Porsberg commented that he would not support City bonding. <br />Fahey stated that the City policy has been not to provide bonding f.or <br />just one developer. <br />Mr. Hanson commented that he knows Mr. Peter.son is not in agreement <br />with the street plan for the area as the City has laid it out. Mr. <br />For.sberg commented that this pLan is not embedded in r.ock. <br />Mr. Hanson commented that where the road would be located between the <br />Sophie and Yeterson property there is an elevation problem. <br />Mr. }tanson stated that Mr. F1ynn could develop with his own financing. <br />Hanson asked how mzmy s~reets the City has put in with pubLic financing. <br />The City Clerk named several streets where this was done. <br />Mr. Ilanson stated that he was not in favor of City bonding for 16 1ots. <br />Page -22- <br />
