Pahey stated that the Council coul.d make i.t a matter of record <br />that no building permits will be issued on the two Lots until such <br />time as the drainage swail is completed on the easement that exists <br />on the property. <br />The City Clerk stated Chat he toLd Mr. Garske that in his recent <br />letter. The Clerlc stated that the City would be better off doi.ng <br />the worlc themselves. <br />Archie Mayor Hanson sl-ated that he remembers the problem wi.th the Archie <br />Smi.th Smith assessment comi.ng up in the past and i.t being deni.ed. The <br />AssessmenT. City Clerk stated that he could not fi.nd the records on this. <br />Agenda The £:ngineer stated that the size of the lot ~vas averaged. <br />Item No. 19 <br />The C1erk asked how the Engineer determines the feasibil~ity report <br />on an improvement. The En~;ineer sLated that this is determined <br />on actull footage. The clertc stated that assessments should be <br />the same f.oota~e as what is shown on a section map. <br />Mre Lahey sCatslthat assessments should be based on at leasC a mi.nimum <br />of the front footage except when a cul-de-sac is involved. <br />The P:ngineer stated that the whole theory is how much the property is <br />benefited. <br />Mrs. Scalze stated t'cat i.f. z, lot size is averaged it should be averaged <br />at the building ii.ne. ExcepC in the situation of. a cul-de-sac P4r. Fahey <br />pointed out. <br />Mrs. Scala.e stated that Che City shoul<i not charge for more pipe than <br />iahat i.s i.n the street. <br />Mr. Pahey asked if. amending the Smi.th assessment ~vould be inconsistent <br />wi.th what the Ci.ty has done i,n the past.
