MINUTrS <br />Ci.ty Council <br />August 11, 1982 <br />I2 & S Road The rngineer presented the Council a slcetch he made of the R& S <br />Proposal buildin~ and the proposed road. The easement necessary would be <br />(Cont.) about 30 feet into the Water. Works property at che corner of the <br />buildinp, and then would taper off. <br />The Engineer informed the Council that the City must f.isst authorize <br />the road befor.e the plan is presented to the Water Department. <br />P4r. Carley stated that the sLope easement would be within 20 feet <br />of the waterline. <br />Mr. Carley also informed the Council that he is proposi.ng a 24 foot <br />blacktop and di.d not thinlc that WoodLyn Avenue ~vas over that amount. <br />Mr. Pahey suggesCed that iS in the future tlie road were developed <br />further south, the bl.aclctop could be widened in Che souther.n area. <br />The rngineer also i.nf.ormed the Council that there ioould have to be <br />guar.drails on the road. <br />Mr. Fahey aslced Mr. Dohr if R& S would be willing to pay for the <br />P.ng:i.neer's time on this. Pahey did not feel that the City should <br />pay for the Pngineer as there is a possibility that the Water DepartmenY. <br />may not be wi.lling to gr.ant an easement. Mrs. Nardini pointed out that <br />ri_ght now the Enp,ineer spent more time on the proposal than the Council <br />requested. <br />Mr. Dohr replied that R& S~oould build the street i.f the City would <br />pay the engi.neering costs. <br />Mrs. Nar.dini Pointed out that this was not a standard City street. <br />The Engineer commented that :i.f the City builds the street, the engineering <br />costs would be included in any assessments. <br />Mr. Porsberg suggested that a better plan would be to run a street <br />east-west from Rice Street on the southern edge of the R& S property. <br />Porsber.p, commented that Woodlyn Avenue is not located where it: should <br />be. Mr. Tahey aslced who would pay for. this road. Porsberg replied <br />that the property owpers would be assessed. <br />P2r. Hanson stated that this plan wouLd require an easement over the <br />rai.lroad traclcs. <br />The Engi.neer suggested that the Council could cail for a public heari.ng <br />on Mr, Porsberg's proposal. <br />Mr. Pahey stated that Woodlyn Avenue would have to be left as it is. <br />Mr. Forsberg suggested that Woodlyn Avenue could become an a11ey. <br />Mr. Hanson stated that Che Cotmcil will need a f.easlbility report. <br />Page -7_- <br />
