MINUTES <br />Ci.Cy Counci.l <br />Nov. 25, 1982 <br />Lake Gervais Mrs. Narctini. aslced i.t an linvironmental Impact Statement was done. <br />Interceptor Mr. Ringrose replied that an Analysis wi11 be made. R.i.n~rose <br />(Cont.) commented that the necessiCy for an ~nvi.ronmenCal Impact Statement <br />has not= been di.scussed aC this point. Rinflrose stated that it is <br />up to the Tnvironmental Qual.ity ~oard to deter.mine if. a Statement <br />i.s necessar.y. <br />A member of the audience commented that i.nterested citizens can <br />peCi.tion f.or an Environmental Impact Statement. <br />Mr.. Schletty asked why the present sewer Line could not be used <br />tliat runs through hi.s pr.operty now rather L-han bui.lding a neco ].i.ne. <br />~]r. Ringrose repli.ed that [he 48 inch li.ne presently goes into the <br />pumping stati.on and then into a 20 i.nch f.orce main which runs uphi.ll.. <br />Mr. Schletty aslced why Little Canada i.s the collection point and why <br />the line had to ~;o through his property. Schletty suggested the line <br />go across Che ~aater worlcs property. <br />Mr. Ri.n~r.ose suggested that the audi.ence 1<eep in mind that the basic <br />sewer system is one of gravity flow. Also these pi.pes are usually <br />1ocaCed in the areas of creeks, lakes, riverbeds and follow their <br />natur.al elevations. T4r. Ringrose also statec' that the MWCC must <br />try to keep the cost at a mi.ni.mum and the impact on people at a <br />minimum. <br />Mr. llanson aslced the si.a.e of. t11e pipe the new li.ne would eventually <br />tie into. P4r. Ringrose repli.ed 60 or 65 inches. <br />Mr. 13ingrose stated that the probLem w:i.th folloo~i.n~; water worlcs property <br />is thaC the property goes to Che south and then [he west and the ta.r.get <br />o£ the new line is east. Mr. R:in~rose al.so star.ed that the facilities <br />in Maplewood coould not be adenuate to handle the fiow. <br />A member of. the audience asked why the westerly route f.rom Forest Lal<e <br />was adopted years ap,o and not a more easterly route to line up ca~i.th <br />Ilighroay 61. <br />Mr. Porsberg stated that he would lilce to Icnow why the large p~.ipe i.s not <br />excended directly co the north. Mr. Rin~rose stated that he c•rill get <br />the answers to these questions. <br />Mr. Porsberg asked what type of permanent easements wi11 be required <br />after the pipe is i.nstalled. ~]r. Ri.ngrose stated that it would vary <br />with the ctepth, but he woul.d guess about 30 to 35 feet. <br />Mr. L'orsber.g asiced if the pipe ran across the baclc portion o£ a lot, <br />if. it would cr.eate an unbuildable lot for someone. Kr. Iti.ngrose <br />stated that the MWCC wi11 try to stay on property lines and wouldbe <br />wi[hi.n setbacl< requirements. <br />Page -11- <br />
