MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 2024 <br />have been made to the contract, providing a brief summary of some of the items that have been <br />updated. He recognized that this contract is a significant part of the City's annual budget. <br />Mayor Fischer appreciated the extension from a three-year to five-year contract. <br />Gutierrez asked the reason the City is going from a one-year contract to a five-year contract. The City <br />Administrator explained that the other cities were on a three-year contract and this new contract would <br />now be effective for all contracted cities. He stated that if it is determined that the City desired to look <br />for alternative options, that option would need to be identified, and notice could then be provided. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2 024-11-131- APPR O VING THE A GREEMENT FOR CONTRA CT <br />LA W ENFORCEMENT AND PUBLIC SAFETY SER VICES WITH THE RAMSEY <br />COUNTY SHERIFF'S OFFICE FOR JANUARY1, 2025 THROUGHDECEMBER 31, <br />2029 AS PRESENTED <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />APPOINTMENT OF CITY COUNCIL MEMBERS TO ORGANIZED COLLECTION <br />REQUEST FOR PROPOSAL (RFP) SUBCOMMITTEE <br />The City Administrator stated that the City is in the middle of an RFP process to consider alternative <br />haulers for its organized collection services. He stated that there are currently three haulers, and the <br />RFP is due on November 215t. He stated that staff is working on the method to evaluate those <br />proposals and would like to include a few members of the Council in that process. <br />Mayor Fischer commented that earlier this year Gutierrez and T. Miller assisted in the RFP process for <br />legal services and therefore recommended that Kwapick and D. Miller be involved in this RFP process. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-I1-132 — ESTABLISHING AN ORGANIZED COLLECTION <br />CITY COUNCIL SUB COMMITTE AND APPOINTING CITY COUNCIL MEMBERS <br />CHRIS KWAPICK AND DA VE MILLER TO SER VE ON SAID SUBCOMMITTEE <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />PERMANENT CHANGE TO CITY HALL LOBBY HOURS ON FRIDAYS <br />The City Clerk stated that staff discussed this potential change with the Council in July. She explained <br />that because the city has a small staff and the walk-in traffic to City Hall has been reduced following <br />COVID and with the implementation of online permit and license applications, temporary reduced <br />hours for walk-in service on Friday afternoons were implemented. She noted that staff continues to <br />work during that time, the lobby is simply not open to the public. She stated that there were no <br />5 <br />
