MINUTPS <br />Ci.ty Council. <br />april 7_7, l9£~3 <br />Grass Mrs. Scal.ze stared [hat shc: felt the ~;rass cutting posi.ti.on shoul.d <br />Cutting r.emai.n a minimum wage posi.tion. Mr. Porsber,n, poi.nted out that the <br />(Cont.) city's pol.i.cy has been to ~;i.ve all employees an annual increase. <br />T1rs. Scal.re pointect out that the Ci.ty wants Co save money on th:is <br />f.unction and it could end up that in two or three years the positi.on <br />would be costing the Ci.ty thr same as it i.s now. <br />Mr. Morelan i.ndi.cated tkiat the average cost of grass cutting to the <br />city i.s presently about $~r.60 per k~our. <br />Mr. Hanson stated that this was an experi.ment that the City is goi.n~; <br />to try. <br />Mr. Fahey stated that he coould l~il<e to lmow how many hour.s per year <br />the Public Sdorks De~artment wi.11 spend on the grass cutting Chat will <br />be taken over from the Recreati.on Department. <br />Mr. St:eve Morel.an commented that the minimum wage employee wi11 <br />probaUly neecl constant supervi.si_on and will not lrnow how to mainta~i.n <br />the equipment that he or she will be using. <br />Mr. lianson commented that :i.t will be Mr. Glanzer's responsibi.lity <br />ko take care of. supervisi.on 1nd ensure that maintenance i.s done. <br />P1r. Pahey poi.nted ou[ that the Publ.ic idorlcs presentLy has experi.ence <br />with these issues. <br />Mr.l~orsberg commented that i.r was i.s feel.i.n~;s that this empLoyee <br />wi.l.l onl.y do grass cutT.i.ng worlc and will. be laid-of.f w}~en there is <br />no cutting [o be done. <br />Mr. I'ahey asked if the Counci.l felt that the posi.ti.on should be <br />aclverti.sed. I~'a~hey stated that i_n the proposed Personnel Ordi.nance <br />he has provided that all posi.t:ions should be adverCi-sed. <br />Mr. "lorelan stated that he clid noC f.eel these types of. positi.ons <br />shoul.d be advertised as he has some employees who may only worlc 20 <br />or 30 hours a season: <br />Mr. Fahey su~gested that: perhaps the Ci.ty shoul.d only actvertise the <br />per.manenC part-ti_me posi.ti.ons. The temporary part-Ci.me posi.ti.ons <br />coould not be actverCised. <br />Mrs. Scalze st:ated that she woul.d, li.lce Chi_s i.ssue settl.ed and wh~tever <br />the 12ecre~at~ion Department is 1.nstructed to do, the Publ.ic 4dorlcs should <br />also do. <br />Fahey fel.t that the temporar.y help should not be advert:i.secl and only <br />~ermanent part-time help woul.d be.
