MINUT~S
City Counci.l
Oct. 26, 1983
Appendi.s ~ Mr, Tahey stated that he understood the purpose :in requesti.ng the
(Cont.) variancee Fahey askect if the busi.nessmen would like that the Ci.ty
had no ordinance, or just a less restrictive one.
Mr. Stanke sCated that he felt the ordinance should have a 6,000 or.
7,000 sq~are footage figure for the sprinkler system in an industrial
area.
Mre Germer pointed out that there are other things that could be
done~ for example a fire suppression caall. Ilowever, this is not
acceptable as long as the City has Appendix E.
Mr< Pahey suggested that perhaps the Ci.ty Council should hol.d a
work session with the City Attorney on this mstter.
Ms. Olson pointed out that one of the gentlemen needs to meet an
occupancy date of November 1.
Olson pointed out: that Messrs. Germer and Schifsky rel.ied on
inf.ormation that ~oas presented to Chem. Now they are faced with
addit:ional costs bet~aeen ~L0,000 and ~25,000.
Olson stated that she coas aware that the Cir.y has expressed concern
about the ability of getting fire equi.pment to the area when
construction work begins on the Li.ttle Canada Road bridge. Olson
suggested that the City could contract caith the Lake Johanna Pire
Department when tlti.s occurs. Also, the Ci.ty has its garage in
this area.
Ms. Ol.son presented the Council with four, alternatives f.or solvinp,
this problem. The fi.rst would be to exempt the Germer and Schi.fsky
buildings from the requiremerit. The second woul.d be to exempt the
buildings and require a fire alarm system connected into the burglar.
alarm systems. The third alternati.ve would be to rescind Appendix
E and exempt the two buiLdings and then re-enact Appendix fi at
tonight's meeting. And lastly, the Council could rescind Appendix
~ and schedule a hearing and make a decision at a later date.
The City Attorney pointed out that the City also has the alternative
of leavi.ng Appendix E in effect.
Mr. Pahey asked if the Ci.T.y has Che authority to adopt Appendix E
with chan~es or exempti.ons. The Attorney replied tha[ the Council
can only adopt Appendix E in its entirety.
Ms. Olson agreed and stated Chat Appendi.x 1i i.s very stringent and
not many cities have adopted it.
Mr.. tahey pointe<( out that the City's reason Eor adopting it was
that it has a senior citizen building and also a number o£ apartment
bui.ldings that wi11 be going up. Pahey asked how the 2,000 figure
was arrived at.
Page -15-
