MINUTES <br />City Counci7. <br />Oct. 26, 1983 <br />Market Place Mr. Jim Ste].lick of the Marlcet Place, appeared before the Counci.l< <br /> Mr. Stelli.ck reported that he began construction of tkle addi.tional. <br />Agenda parking stalls at the Marlcet: Place as he had wriCten appr.oval from <br />Item ~o, 18 the 6uilding Inspector to do so back in September of 1982. The <br /> reason that construction did not start until this ti.me was Mr. <br /> Stellick did not have the funds to do so until he sold part of. <br /> Che Marlcet l?lace Property to the Ci.ty for ~its senior citizen housi.ng. <br /> Mr, Stellick reported that construction started on the stalls on <br /> October 10 and on October 24 the ~uiLai.ng Inspector order.ed the <br /> worlc stopped. <br /> Mrs. Nardini reported that when she noticed the coorlc eoin~; on at <br /> the shopping center, she discussec! ~it wi.th the Planner and Ci.ty <br /> Attorney. <br />Mr. Hanson aslced if: Mr. Stellick was given a reason Eor the worlc <br />stopa~;e. Stellick replied that he cals not. Mr. Stellick stated that <br />he did not br.ing the matter before the Planning Commission and the <br />Council as he bel.i.evedhe had written approval fr.om the I3uilding <br />Inspector for the ~aorlc. Mr, SCell.ick reported that he also d:iscussed <br />this with the Council at the meeting in which the rezoni.ng of the <br />property was considered. Mrs. Scalze replied that she does not <br />recall approving the parlcing expansion. <br />The Planner reported that under the zonin~; ordinance~ two checlcs are <br />requi.red anyti.me that parking is altered or expanded. Also the <br />En~;ineer. is required to review final construction plans. Additionally, <br />a conditional use permit i.s required for this expansi.on. <br />The PLanner pointed ouC that Che shopping center operates under a <br />PUD and any modi.£ication to that requires a rev~ieo~ of the Counci.l. <br />'Che Planner r.eported that in September o£ 1.9H2 the Building Inspector <br />only loolced at some rough sketches for the partci.ng expansion. It <br />was assumed that P1r. Stelliclc would come back £or final. appr.oval. <br />Mr.. Stelliclc stated that Mr. Loclte stated that he agreed with the <br />alternatives presented, and Stell.iclc sao~ no reason to believe that <br />any oCher approval was requised. <br />Y4r.s. Nardini. read the Letters involved. Narciini. pointed out that <br />Stel.lick suUmitted t~ao r.ough plans and the 6uilding InspecT.or simply <br />replied Y.o the letter. ~ardi.ni pointed out that Mr. Stelliclc has <br />met with the Planner and Building Inspector on other matters and <br />this was never brought up, <br />P1r< Hanson commented that he fe1C the Auilding Inspector should have <br />informed Mr. Stelliclc that the Counci.l must take acti.on on the <br />parking expansion, <br />Page -23- <br />
