Mr, Locke repLied that <br />[he City could require thae a bond be posted. <br />Mrs. Nardini asked what Mr. Cogland felt will happen with Appendix L' <br />and the State. Mr. Cogland reported thaC the appendix has already <br />been adopted as a State Law. <br />Mr. Pahey pointed out that the City required a sprinkler system i.n <br />the senior citizen building. <br />Mrs. Nardi.ni poi.nted out that the business community is not present <br />at the meeCing tonight. Mr. Forsberg repor.ted that he personally <br />invited some members of the business community and they are not present. <br />Mrs. Nardin5. stated that the Council must back the ofFi.ce staff in <br />the appli.cation of Appendix F.. <br />Fahey stated that [he matter should not even come before the Counci.l. <br />The Council can cooperate in terms of get[ing water to the business <br />at a reduce<( cost. Fahey pointed out that Schri.er development and <br />the senior citizen bui.ldzng cvill. be spri.nklered and the Council <br />required this. <br />Mr. Ilanson stated that one aspect that influences him is the amount of <br />time in whi.ch a busi.ness would be out of business without a sprinkler <br />system. <br />Mrs. Scalze pointed out that some businessmen argued that their <br />buildings were insurecl and the Fire Department could just let them <br />burn. Mr. tahey stated that the City would be i.n litigation if an <br />i.nsurance company felt that the Fire Department did this. <br />Mr. I~oss outlined some of thefires that occurred in the City in the <br />past in buiidings that caere sprinklered and felt that the consequences <br />of these Ei.res would have been much greater without the sprinklers. <br />Mr. Embertson reported that MapLewood tried to get 3P9 to sprinklerone of its <br />bui.7.dings at a cost of ~3/4 million. A fire in Lhat building cost <br />over $2 mi.llion and no~v 3M has sprinklered a11 its buildings across <br />the United States. <br />Mrs. Scalze commented that the Council wi11 have to ].isten to people <br />say that they are anti-business, and al.so poi.nted out that some members <br />of. the Planni.ng Commission say this. <br />Elanson pointed out that tonight there was not much effort on the part <br />of the business community. <br />Scalze stated that today the City has a volunteer fi.re force, but <br />questioned if. in 30 years the City coul<! get people to volunteer for <br />fire fighting. <br />Page -8- <br />
