hINUTrS <br />City Council <br />March 14, 1984 <br />~l.ai.ne Mayor Pogerty pointed out that withi.n 30 mi.nutes 1~300,000 people <br />Racing can get to the site. <br />Paci.lity <br />(Cont.) Pogerty expl.ai.ned that the track packa~e i.s a$56,000,000 one and <br />the City has set up a tax i.ncrement distri.cC and wi.l.l. put in <br />$19,500,000 over an 18 year peri.od. Piper Jaff.ery &}topcoood have <br />set up the fi.nancing packa~e. There are some limited partners, <br />and tliey are all Minnesota people and money except for Che architect <br />on the project. <br />Mrs. Scalze asked why Mayor Fogerty was seelcing Little Canada's <br />approval. Mr. Fogerty feLt that this would help I3laine's case <br />an<! reported that they have resoluti.ons from ci.ti.es ~oith 417,000 <br />geople. <br />Mrs. Scalze stated that she did not knoca that she was qualified to <br />determine which ci.Cy would be the best Location for the racing facili.ty. <br />Mr. Fogerty pointed out that 131aine is ].ocatel on the north side and <br />the whole area would have a 1ot to gain. L'ogerty pointect out that there <br />are no major recreational faci.lities on the north si.de. <br />Mrs. Scalze stated that she di.d not kno~a the faci].i.ty would benefit <br />the north side that much and commented that she lilces the north side <br />as i.t is and did not want to Li.ve in I3loomington, <br />Mr. Paltey asked why ?3laine versus Woodbury. <br />Mr, i'ogerty stressed the l.ocation of. Blai.ne in the north side, <br />Mr.. }lanson i.ntroduced the following resolution and move<t its adopti.on: <br />RESOLUT,I.ON N0. 84-3-96 - SUPPORTING TH1: <br />LOCA'LION OF A R9CING PACILITY TN THE <br />CITY OP I3I,AINP <br />The foregoi.ng resolution was duly secon<ted by Mr. Porsberg. <br />Ayes (3) Hanson, Porsberg, Pahey. <br />Nayes (0), <br />Mrs. Scalze and ~trs. Nardini abstained. <br />This reso7.ution appears in Resolution Boolc No. ll, Pages 104 and 105. <br />Vacation Mayor Hanson opened the public heari.ng on the proposed vacation of. <br />Of Lake Str. Lalce Street f.rom Ri.ce Street to Park Street. Hanson pointed out <br />Prom Ri.ce To that the vacation was bei.ng considered by Council in~itiati.on. <br />Parlc <br />Mrs. Scalze stated that she assumed the City would consi.der onl.y <br />Agenda the portion that was aslced for. Pahey pointed out that the <br />Item No. 5 Engineer stated that Lake Street in this area was not f.easi.ble due <br />to the cost, and once one end of the street was sealed ofL, it made <br />Pa~e -2- <br />
