<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: December 18, 2024 <br /> <br />RE: Accept Feasibility Report – 2025 County Road D Improvements <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to accept feasibility report and call for a public improvement hearing for the 2025 <br />County Road D Improvement Project. <br /> <br />BACKGROUND: <br />County Road D between Greenbrier Street and County Road D Circle is under Ramsey County jurisdiction <br />and is programmed for major improvements in 2025. The project is located within three cities: Vadnais <br />Heights, Little Canada and Maplewood. Vadnais Heights and Little Canada plan to assess eligible portions <br />of the improvements project. This project is generally an extension of the County Road D reconstruction <br />project that was completed in 2020. <br /> <br />County Road D is proposed to be fully reconstructed to an urban section with the addition of new concrete <br />curb and gutter. The road section will include two 11-foot drive lanes, 7-foot shoulders, and a multi-use <br />trail on the north side of the roadway. Minor utility improvements will be incorporated where necessary. <br />The project has included various touchpoints with the public and impacted property owners. <br /> <br />PROJECT COSTS AND FUNDING <br />Consistent with the County’s cost participation policy, the City will be responsible for a share of the project <br />costs within the Little Canada city limits. The City’s costs are currently estimated at $164,000. The total <br />estimated project costs are $3.9M. <br /> <br />The City typically funds roadway projects using a combination of special assessments and its Infrastructure <br />Capital Improvement Fund, Fund 450. This project also qualifies as a source to draw Municipal State Aid <br />funding which contributes to the fund balance of Fund 450. Based on the City’s Assessment Policy for <br />reconstruction projects, parcels are assessed on a “front foot” basis. The City’s past practice has been to <br />utilize 50% of the per policy rate along County Roadways. Following that practice, the proposed <br />assessment rate for this project is $44.92 per front foot. This will generate $87,028 in special assessment <br />funding. The remaining costs will be funded from the Infrastructure Capital Improvement Fund 450. <br /> <br />SOURCE OF FUNDS <br />Street improvements would be funded through the City’s Infrastructure Capital Improvement Fund and <br />special assessments. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends that the City Council approve the Resolution receiving the Feasibility Report and <br />Calling for an Improvement Hearing for County Road D improvements.
