3. Every application for a Conditional or Interim Use Permit will be individually <br />reviewed on its own merits, and the facts surrounding the subject property will <br />determine the appropriateness of the proposed use. <br /> <br />A. Application <br />An application for a Conditional or Interim Use Permit shall conform to the Common <br />Review Procedures and Requirements and: <br />1. The submittal materials listed for a Site Plan Review except those that may be <br />exempted by the Community Development Director; <br />2. Any other information that may be reasonably required by the City to evaluate the <br />application. <br /> <br />B. Thresholds for Application Review <br />If a listed Conditional or Interim Use falls below the following threshold, review and <br />approval by the Community Development Director is all that is required before applying <br />for a Building Permit: <br />1. 500 square feet of floor area for a non-residential building; <br />2. 120 square feet of floor area for a detached building related to a residence. <br />Review and approval by the City Council shall be required for applications above that <br />threshold or applications involving properties that have not previously received a <br />Conditional Use Permit. <br /> <br />C. Conditions for Approval <br />These conditions must be met: <br />1. The use is allowed as a Conditional or Interim Use in the zoning district and <br />conforms to standard zoning regulations; <br />2. The Conditional or Interim Use will conform to the conditions listed in Chapter 914 <br />for the proposed use; <br />3. The Conditional or Interim Use will not impede the normal and orderly use or <br />development of nearby property, substantially diminish nearby property values or <br />place an undue burden on public facilities or services; <br />4. The Conditional or Interim Use will not be detrimental to the health, safety, or <br />welfare of the public; <br />5. The Conditional or Interim Use will not result in a nuisance by emissions; <br />6. The Conditional or Interim Use will not unduly affect natural features. <br />
