MINUTFS <br />City Counci.l <br />May 9, 1984 <br />Imp. 84-10 Mrs. Scalre stated that the industri.al property would probably use <br />(Cont.) the roact and not pay their assessmene. <br />It was pointed out that the inciustrial property has access f.rom <br />Center.ville Road. <br />P1s. Nadeau pointecl out that the road on the back of her property <br />coould not be of benefit to her as out of a total of. 310 feet, 225 <br />f.eet is po~oerline easement. <br />Mrs. Nardini pointed out that the outstanding majority of the LooCage <br />is in oppos9.tion to the project. <br />Mr. Chlebeck aslced if this were a State Aid project. Mr. Carley replied <br />that it was not and pointed out that thi.s .is a desi~nated State Aid <br />road unless the City changes it. Scalze poi.nted out that the State Aid <br />desi~nation i.s not always goo<t as the City would have to put in a <br />bi~ger road. <br />Mr. }Ianson aslced if there was a cvay to put the road in to serve Mr. <br />~use's property and provide public services. Hanson felt it was unfai.r <br />to taxpayers to requtire taxes to be paid when they are unable to use <br />thei.r property. <br />Mr. tlanson also pointed out Che locati.on of the Frattalone gara~e. <br />Mr. Porsberg stated that it is not the Council's hardship that Kr. <br />~use has four lots to sell. Porsberg poi.nted out that today roads <br />are built first, and then houses. <br />Mrs. Nardini asked i.f the City was obligated to provi.de a road f.or <br />Mr. $use. The City Attorney replied that this was up to the Council. <br />Mr.. Porsberg poi.nted out that i.n the past temporar.y solutions always <br />came baclc to haimt the Council. <br />Mr. Fleinel asked hocv the sewer woulcl flow as there :is a cleep drop-of.f <br />in the area. The Engineer explained the alignment of the sewer. <br />Mr. Heinel pointed out that his parents have given their side of the <br />road easement and aslced if they wouLd have to pay aga:in when the other <br />si.de is obtained. The ~ngi.neer stated that he assumed that the other <br />side of the easement woulci be dedi.cated. The property owners owning <br />this 11nd stated that they woul.ct not do this. <br />Mr. Pahey pointecl out t.hat the cost of the easement would be included <br />as part of. the project. Mrs. Scalze stated tl~at this is 1ega7. to do <br />so, although i.t may not be fair. <br />A member of the audience was concerned that this was the third time <br />the project has come up with no new i.deas. <br />Page -6- <br />
