MINUTES <br />CITY COUNCIL <br />DECEMBER 4, 2024 <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-12-13 7 — APPRO VING THE 2025 SALARY WAGE SCHEDULE <br />AS PRESENTED. <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />Mayor Fischer thanked the Finance Director and all department heads for their work in creating the <br />budget. <br />ORDINANCE 901, AMENDING ZONING CODE CHAPTER 916 SIGNS <br />The Community Development Director provided background information and the request. He <br />provided information on the current ordinance including updates that could be made to make it more <br />concise and consistent as well as improving readability and navigability. He provided an overview of <br />the proposed changes and updates. He provided more specific information on the proposed changes to <br />billboards. <br />Mayor Fischer opened the public hearing for comments from the general public. <br />Matthew Weiland, Clear Channel, asked for the support of the Council in these amendments which <br />would allow the company to update and modernize their existing billboards. He provided information <br />on the history of billboards noting that the digital/dynamic billboards allow more opportunity and <br />availability for local businesses to advertise as well. He stated that public/community messaging is <br />also allowed with communities they partner with. He stated that the first dynamic billboard was added <br />in 2006, and they have safely operated and added many more in the metro since that time. He stated <br />that the billboard display is also monitored and can be shut off remotely if there were an issue <br />identified. <br />Gutierrez asked if the city has any input on the advertising that occurs on the signs, explaining that she <br />would not want the city logo to be on the post if the advertising were not aligned with the community. <br />Mr. Weiland stated that they would be open to restrictions if they were to partner with the City on a <br />sign on City property, but on private property they would not have such restrictions. He stated that <br />Clear Channel does have its own advertising guidelines and buffers on adult use items when in <br />proximity to a school or daycare. The Community Development Director commented that legally the <br />city cannot regulate content of a sign. He stated that they could remove the City logo from the sign if <br />that were an issue. <br />D. Miller asked if the city messaging is limited as to the number of meetings or events that could be <br />advertised. Mr. Weiland commented that there is a limit of hours per month and therefore the <br />messages are rotated in based on the needs. The City Administrator noted the mention of City insignia <br />and asked if there is a preference for the logo or the name of the city on the sign pedestal. The <br />91 <br />
