Wiger stated that there are programs avai.lable to cities <br />(Cont.) through the Paste ~lanagement Act to caork on this problem. Al.so, the <br />City can ~oorlc wi.th the County on this problem and Mr. Wi.ger would <br />off.er the City any assi.stance that he might give. <br />Mrs. Scalze stated that a vol.untary program might worlc if there was <br />a local pick up poi.nt. <br />P4rs. Scalze pointed out that: Minneapol.i.s citia.ens have thei.r p,arbage <br />service paid f:or through taxes and due to thi.s Minneapol.is gets a <br />larger aid to 1oca1 Povernment share. IC was pointed out that <br />Minneapolis also gets recycl.ed materials picked up at curb side. <br />Mrs. Scalze felt that Little Canada should g,et equal treatment. <br />Mr. idi.ger suggested that this could be discussed with PAr. OrCh. <br />tdi.fler also stated that peopLe may not real.ize the i.mpact on their <br />garbage b:ills in t:he future. Mr. W:iger statecl that when the plant <br />i.s in place, this will be reflected i.n tax bills. <br />Mr. Pahey stated that obviously li.ght rai.l will not come to I,iCtle <br />Canada. P1rs. Scalze commented that the City has to pay for trans:it <br />service i.n the form o£ taxes, but does not get much of [he servi.ce< <br />hlr. Wi.ger reported that ].ight rail is endorsed by the Governor. <br />Wi.ger stated Y.hat the questions are can the State aLforcl it and is <br />it cost eff.ective. <br />P4r. Wiger stated that presently the Met Counci.l i.s looki.ng at whether <br />to go ahead wi.th the preli.minary enginflering. Mr. Wi,er stated <br />that Roseville is the only city currently in favor of light rail. <br />Gli.ger reported that the cost would be between $9 and $11 million per. <br />mile. Wip,er stated that the Met Council must consider the good of. <br />the whole region in this matter. <br />Mr. Pahey stated that li.ght rai.l would be attracti.ve if: the system <br />woulcl encompass the whole area. Pahey fel.t that Little Canada would <br />only serve to talce up the tax burden for the metropolitan citi.es. <br />Pahey PeLt that the cost of the system should be spread over the <br />ci_ti.es that coould be usiny, the system an<1 did not £eel. that I,i.ttle <br />Canada should pay f:or St. Paul anct Minneapolis to have the system. <br />P4rs. Scaize f.elt that the City shoul<1 r.eceive better transit servi.ce <br />throuqh a ring of. bus servi.ce that did not jusL- go through downtown <br />St. Paul. <br />Mr. 4dip,er suggested that the City contact the Metropolitan Transit <br />Commission in this regard and i.f. not satisf:ied with with their handling <br />of the matter to contact him. <br />Pa~e -3- <br />
