MINUTES <br />City Council <br />Sept. 4, 1985 <br />1986 Budget Scalze stated that she felt the PUD was a way to get around the <br />ordinance. Also, it was a way of making a job for the Planner. <br />However, Scalze felt that the reports provided by the Planner make <br />her job a lot easier. <br />Fahey pointed out that the Planner does not just make recommendations <br />in his area, but bases recommendations on drainage and review by the <br />City Engineer and City Attorney. Fahey asked if Nagovsky was <br />prepared to do such comprehensive reports. Fahey suggested that <br />the proposal could be undertaken on a trial basis. <br />The City Clerk suggested that the staff hours and attendance at <br />Council and Planning Commission meetings be eliminated. Matters <br />could be referred to the Planner if the Building Inspector felt <br />it necessary. <br />The Building Inspector pointed out that developers can use their <br />own planners. Ms. Nardini felt that the Planner was in the City <br />Center on Mondays to provide a service to the little guy. <br />Fahey pointed out that the City should have a workshop meeting on <br />the zoning ordinance. Scalze commented that the ordinance has to <br />be enforced by the Building Inspector. <br />The City Clerk felt that the City Attorney should be preparing the <br />City's ordinances and not the Planner. <br />Mr. Fahey asked if Nagovsky was familiar with the procedure that <br />the City must go through with the Metro Council when revising the <br />Comprehensive Plan. The City Clerk reported that the City only <br />presents rezonings to the Metro Council. <br />Fahey pointed out that the City first hired the Planner in 1978 when <br />the Metro Council required Comprehensive Plans. <br />Scalze stated that she could see a need for the Planner with regard <br />to long-range plans. <br />Nagovsky pointed out that there are only about 100 acres undeveloped <br />in the City. Then the City will be dealing with redevelopment. In <br />redevelopment the City would be dealing with things like tax increment <br />financing and this would not be handled by a Planner. <br />Mr. Fahey stated that he would like to think a 1ittle longer on the <br />issues raised by Mr. Nagovsky. <br />Mr. Blesener reported that he feels more comfortable having someone <br />attend the Planning Commission and Council meetings. <br />Ms. Nardini pointed out that there is $6,000 budgeted for the <br />Planner's attendance at these meetings. <br />Page -5- <br />
