MINUTES <br />City Council <br />Sept. 4, 1g85 <br />1986 Budget Nardini pointed out that referrals to the Planner are paid for by <br />the deve].oper. <br />Mr. Blesener suggested that if Mr. Nagovsky took over planning duties, <br />the Council should specify which meetings he is needed at rather than <br />his attendance being automatic. <br />Mr. Fahey asked if Nagovsky was opposed to comp time for his attendance <br />at meetings. Mr. Nagovsky replied that he had no problem with that. <br />Mr. Collova asked if there has been any feedback from the developers <br />as to whether or not the Planner has helped them. The City Clerk <br />replied that the only feedback has been complaints about the Planner's <br />fees. <br />Mr. Fahey stated that he was comfortable with eliminating staff hours <br />for the Planner and keeping him on a consulting basis. <br />Mr. Nagovsky requested that the Council consider increasing his <br />salary an additional $500 over the current proposal in compensation <br />for the added duties~ <br />Fahey stated that a workshop would be needed for the zoning ordinance. <br />Fahey stated that after a year or so the Council could then determine <br />if the Planner was needed at all. Fahey suggested that these additional <br />duties be taken over by Mr. Nagovsky on January 1. Planner's attendance <br />at meetings would be eliminated and the Planner would be retained as a <br />consultant on an hourly basis. <br />Ms. Nardini asked if the Building Inspector would be in a position to <br />make recommendations on a proposal if what is being presented did not <br />meet code. Nagovsky felt that he could. <br />Mr. Fahey pointed out that the Planner has in the past done road layouts <br />for the City. Scalze felt that the Planner has the design background <br />to continue to do these kinds of things for the City. <br />Fahey also felt that both the Building Inspector and the Council should <br />have the power to refer matters to the Planner if a need is felt to do <br />this. <br />Fahey suggested that Mr. Nagovsky's salary be considered later. <br />Park Ms. Nardini asked what Other Services included in the Park Budget. Mrs. <br />Budget Scalze replied that Other Services included resurfacing of tennis courts. <br />Other Contractual Services included the Park Consultant. <br />Mr. Fahey pointed out that the $45,000 for Other Improvements should be <br />reduced to $25,000 as an additional $25,000 was included in the Recreation <br />portion of the budget. <br />Page -6- <br />
