MINUTES <br />City Council <br />Sept, 25, 1985 <br />Cardinal Mr. Fahey opened the public hearing <br />Property of the Cardinal property from n-3 to <br />is a proposal for the development of <br />Agenda buildings and two office buildi.ngso <br />Item Noo 5 to sprinlcler these buildin~s. <br />on the proposal for the rezoning <br />PUD. Fahey pointed out that there <br />the property with two apartment <br />Pahey asked if there were plans <br />Mr. Jim Rutzick, one of the developers, replied that right now they <br />are working on the concept of r.he development and have not gotten into <br />details of type of construction. Rutzick reported that the apartments <br />cvould be three-story buildin~s with one story of underground parking, <br />The buildings~vould be concrete and masonry and would have an elevatiore <br />Rutzick stated that the building would be a middle to better-type of <br />building. <br />Ms. Nardini stated that she thought the Code required buildings of this <br />size to be sprinklered. Fahey stated that if the project were approved, <br />he would lilce to make it a part of the PUD agreement. <br />Mr. Grittman stated that right now the Council had the re2oning betore <br />it as well as the development concept. <br />Scalze pointed out that the Council is being presented with a plan< Mr. <br />Rutziclc stated that the plan is only a schematic of what is being proposed, <br />Scalze asked why apartments are being considered for this area. Rutzick <br />replied that they have looked at the property for quite some time and <br />considered developing it as it is zoned. However, given the market <br />and the vacancy rate of D-3 development, they felt that this proposal <br />before the Council was the best. <br />Rutzick stated that the development calls for 60% multi-family and 40% <br />commercial. <br />Scalze pointed out that the size of the buildin~s were not a 60-40 split, <br />Scalze stated that she had a problem with the development ~iven the <br />high ratio of apartments in this area. Scalze pointed out that there <br />are almost 600 aparT.ment units within a half mile of this property, <br />Mr. Rutzick stated that generaily these units are a11 occupied, Kutzick <br />stated that the demand for this type of development is high. Rutzi.ck <br />pointed out that the community was a nice one and has good access to both <br />St. Paul and Minneapolis, <br />Cathy CLemens of 10 ~e Little Canada Road aslced how far the apartment <br />buildings would be from Round Lalce. Mr, Bob Pope, architect on the project <br />replied that the close ~ point to Rounct Lake would be 100 f.eet. 'Phe Planner <br />pointed out that the Code requires a 50 foot setback be maintained. <br />The Planner stated that he has not reviewed the project, The Planner <br />aLso stated that the Code aLlows for 30% of the property to be used as <br />impervious surface. <br />Yage -3- <br />
