MINUTES <br />City Council <br />Septo 25, 19II5 <br />Cardinal <br />Property <br />(Cont.) <br />Pahey telt that this was the opini.on of a11 the Iona Lane residentso <br />Mr. Winters stated that they wo~ld be agreeable to selling the back end <br />of their property and this could be used as a buffer. <br />Pahey f.elt that concept approval couLd be granted on the rezonin~ <br />and the Council could indicate that they wanted a solution to this <br />particular propertye The Ci.ty does not want to end up with a landlocked <br />pi.ece of property. <br />Mr. Winters asked if his property could be rezoned commercial, rahey <br />replied that it would require Gouncil action> <br />Mr, Rutzick indicated that he was coilling to speak to Mr., Rutzick. <br />Pahey stated that he knows that the 7ona Lane people would like the <br />property to remain R-1, but this is not fair Lo Lhe property oconers. <br />Mr. Boss stated that he had a concer.n with the ingress and e~ress for this <br />property being Little Canada Road. <br />Fahey did not feel the City could turn down the development of this <br />propercy because it did not have access to Rice Street. Mr. Rutzick <br />stated that in their preliminlry studies the two accesses that they <br />will have are more than sufficient. <br />Ms. Nardini asked the estimated number of cars per apartment unit. <br />Rutzick replied that 1 1/4 to 1 1/2 cars are estimated per unit. <br />Mr> Do^ 0'Tremba stated that when the Schrier's development was <br />considered, it was three times the size of this one, and no one voiced <br />concern with the traffic. 0'Tremba pointed out that the Little Canada <br />Mal1 is 70% vacant. 0'Tremba felt that the apartments would be good <br />for the business community in the Cil'y, <br />Mr. Milo [dolf disagreed that when the Schrier development went in there <br />was a lot of discussion about traffic on County Road C. <br />Scalze stated that she knows people in the City do not want any more <br />apartments> Scalze stated that she can see that businesses in the City <br />want more bodies to fill their businesses. Scalze felt that there were <br />too many housing units in the proposed development. Scalze stated that <br />she would Like to see a nice office complex on the property9 or a town- <br />house development. <br />Fahey pointed out that a downzoni.ng is i.nvolved, Pahey stated that there <br />are commercial uses that would impact more adversely than the proposal <br />being considered> Pahey felt that apartments would generate additional <br />traf.fic and use of the malls in the City, Fahey felt that the development <br />was good for the business areas in the City and fe1C Chat the proposal <br />can be laid out with buffering. rahey stated that he cvas willing to give <br />concept approval tonight> <br />Page -5- <br />
