MINUTES
City Council
Nov. 13, 19II5
Johnson & Mr. Fahey felt that the Attorney could handle Items 5 and 6 of Johnson's
Mosted letter. The Attorney also reported that Mr. Johnson wants the property
Properties staked. The Engineer stated that he would do this. Fahey indicated
(Cont.l that the City could not comply with Item #9.
The Attorney asked if the City should prepare a purchase agreement
prior to the November 26th meeting. Also, a new earnst money amount
would be negotiated. Mr. Fahey felt that the Attorney should proceed.
Bus Dealer Mr. Lee Rossow appeared before the Council requesting a bus dealer
License license. Rossow explained that he owns two companies and one company
the
i
Rossow, Inc. es,
leases buses to the other. Even though he owns both compan
involved that Mr. Rossow
leasin
i
h
g
s
ere
State requires that when t
Agenda have a dealer's license.
Item No. 13
Scalze asked if Mr. Rossow's buses were the Comfort Coaches. Rossow
replied that they were.
Ms. Nardini pointed out that the City has limited itself to three auto
sales licenses and all three have been issued.
The City Clerk pointed out that the ordinance refers B-2 areas and Mr.
Rossow is located in an industrial area. Nardini stated that the
Council's intention was that only three licenses were to be issued
in the City. Mr. Fahey disagreed that felt that the intention was
three licenses in B-2 or B-3 areas.
Scalze pointed out that when the third license was issued the
Mrs
.
Council commented that this was the last license in the City.
Rossow stated that he is not interested in handling cars and that
Mr
.
there will be no sales sign in the front of his building. Rossow
also pointed out that since he moved to his new location there have
not been any cars or buses parked on the street.
Fahey felt that the ordinance should be amended to indicate B-2 or
B-3 areas are involved in the license limitation.
Mr. Blesener asked where the Comfort Coaches' routes were located.
Rossow replied that they are in the City of St. Paul.
Blesener asked if repairs are done on the premises and if there are
buses there that sit inoperable. Rossow replied that they do repairs
and have inoperable buses. Rossow explained that the State only allows
a bus to be operated a certain number of years even though the bus
may be in good shape. The bus is then used for parts and the coach
is gotten rid of.
Blesener felt that the City could live with two to four inoperable
buses on the premises, but the City does not want to end up with a
junk yard.
Paye -15-
