MINUTES
City Council
Nov. 26, 1985
P4inutes The foregoing resolution was duly seconded by Mr. Collova.
(Cont.) Ayes (5) Nardini, Collova, Scalze, Blesener, Fahey.
Nayes (0).
Resolution declared adopted.
This resolution appears in Resolution Book No. 12, Pages 577 and 578.
Ballfield Mr. Fahey opened the public hearing on the City's proposal for the
Property purchase of the Johnson and Mosted properties for future development
of ballfields in the City. Fahey explained that the Johnson property
Agenda consists of approximately 8.65 acres and the Mosted property was 6.55
Item No. 4 acres. Also, the property is currently zoned residential.
Mr. Bill Sanders, Park Commission member, explained the proposed layout
of ballfields on the property and the location of the site itself.
Sanders also informed the audience that the Park Commission is currently
developing the property to the south of the ballfield site as Gervais
Mill Park. This park will be connected to Spooner Park with a trail
system.
The Park Commission is considering that the ballfield site will be
connected to Gervais Mill Park and Spooner Park with a trail system
as well. There are three ballfields proposed for the site.
Mr. Fahey reported that the City is agreeable to screening effected
properties from the ballfields.
Mr. Sanders explained that the site is currently quite low and would
be kept low so that the natural topography would act as a buffer. As
many existing trees would be maintained as possible and the City would
also add landscaping for additional screening.
Mr. Fahey reported that the City's Recreational Director and the
Recreation Association feel that the City will shortly reach its
saturation point as far as ballfields are concerned. Therefore, it
is in the long-term interest of the City to make provision for ballfields
before there are no large tracts of land available to do so.
Fahey reported that the City previously looked at property in the
industrial district of the City, but the cost factor for this land
versus residential land was too high.
Mr. Sanders explained that he is a landscape architect with his own
firm and also serves on the City's Park Commission and is a resident
of Little Canada.
Fahey reported that the City is currently actively negotiating for the
Mosted and Johnson properties. The City feels that it has the resources
available to purchase the property if that is the Council's decision.
Page -2-
