MINUTES <br />City Council <br />Nov. 26, 1985 <br />Ballfields Mr. Tulgren a resident of Edgerton Street, commented that the proposal <br />(Cont.) looks nice but he was concerned about the traffic on Edgerton. Tulgren <br />reported that the traffic situation is already bad. He is also concerned <br />about having a parking lot across the street from his home and asked if <br />there would be night games on the fields and if the park would be lit. <br />Tulgren stated that he understood that there would be 80 parking spaces <br />in the lot and did not feel that this~vouldbe adequate for three ball- <br />fields. Tulgren pointed out that Edgerton is posted as no parking. <br />Mrs. Scalze reported that the City Center is anticipated as being used <br />for parking as well as a small parking lot that is planned for Gervais <br />Mill Park. <br />Mr. Sanders reported that 90 parking spaces are being considered, or <br />30 per ballfield. However, the Park Commission has not gotten down to <br />detailed plans at this point. <br />Anne Kellogg, a resident of Edgerton Street, expressed concern for <br />the small children in the neighborhood and the existing traffic problem <br />on Edgerton. Kellogg also felt that there would be potential problems <br />with vandalism, drinking, fights, etc. in the proposed park. Kellogg <br />stated that she would not like to see the buffer of trees existing along <br />Edgerton removed. Concern was also expressed for the exist~nce of a <br />parking lot across from the Kellogg property and the value of the property. <br />Ms. Kellogg stated that she felt the area would be down-graded by the <br />proposal and she was against it. <br />Kellogg suggested that the City consider the development of this property <br />as a park for young children. <br />Kellogg then stated that she was also concerned about the ponding <br />easement on this property and felt that the City would be using it to its <br />full capacity. Should an Act of God occur, there would be no ponding <br />capacity left on the site. <br />Mr. Fahey stated that the proposal would leave the property in the most <br />natural state possible. Fahey pointed out that a developer could <br />purchase the property and put homes in this area. Fahey did not feel <br />that the development would impact on the ponding easement as the City <br />will not be changing the grade significantly. <br />Mrs. Scalze pointed out that the ponding easement is under the control <br />of the Army Corps of Engineers. <br />Fahey felt that there would be more drainage problems in the area with <br />alot of roofs and impervious surface. <br />Kellogg pointed out that only so many homes could be developed on the <br />site and perhaps that was the best use of the property. Kellogg <br />also pointed out that there are title problems with the property as it <br />is Registered Property. <br />Page -3- <br />
