MINUTES <br />City Council <br />~lov. 26, 1985 <br />Ballfields Mrs. Scalze pointed out that if the property were developed as residential <br />(Cont.) access would be from Edgerton. Scalze also explained that the City has no <br />plans for lighting these fields. <br />Fahey reported that the City has been accumulating monies for the purchase <br />of park land through fees it collects as park charges from developers. <br />Scalze reported that the City is planning for this park to be a City park <br />and not a major metro park. <br />Kellogg asked if the Council has considered a playground such as Central <br />Park in Roseville. Scalze replied that the City has looked at the need <br />for ballfields in the City. Also, the City would not be interested in <br />developing a park similar to Spooner Park on this site due to the close <br />proximity of the two sites. <br />Tom Mohr asked if the screening that the City is planning would be trees <br />and shrubs or a fence. Fahey replied that this depended on the feeling <br />of the neighbors and the Council. Fahey stated that he would prefer <br />that the screening be with shrubs and trees. <br />Mr.Mohr was concerned that he would have people cutting through his <br />property to the fields. Ms. Nardini stated that if this was a problem <br />a fence could be erected. <br />Mr. Vern Caroline of Noel Drive asked the hours of operation for the <br />ballfields. Scalze replied that the hours would follow the same <br />policy as in Spooner Park which are a half hour after sunrise and <br />a half hour before sunset. These are the hours of operation for the <br />Ramsey County parks as well. When the park was closed, the par!<ing lot <br />entrance would be chained off. Scalze also reported that it would <br />probably be easier for the Sheriff's Department to partrol this park <br />as it would be located on Edgerton and would be easier to see from the <br />road than the lower parking lot at Spooner Park. <br />Mr. Tony Devich of 2800 Edgerton stated that he would like the area <br />to remain natural and a residential area. Devich stated that the <br />area is currently used by wildlife and he would like to see this <br />remain. <br />Ms. Nardini pointed out that when she purchased her home 20 years ago <br />there was a natural area to the east, but the people who owned the <br />property decided to sell it. Nardini stated that she could not afford <br />to buy this property and it was developed. ~lardini pointed out that the <br />City cannot prevent someone from selling their property just so it <br />remains natural. <br />Devich pointed out that the location of the City's skating rinks is <br />ideal as there are no close neighbors that will be disturbed by noise. <br />Fahey stated that there are homes on McMenemy that back onto this area. <br />Page -4- <br />
