MINUTES <br />City Council <br />Nov. 26, 1985 <br />Ballfields <br />(Cont.) <br />~ correction <br />85-12-570 <br />Nardini pointed out the public beach at Gervais and the noise that <br />this creates for the residents on the lake. Nardini pointed out that <br />the City does not own any park land and is justpr.en#a-n~-park land from <br />the School District. using <br />Devich asked about the possibility of buying the ballfields that <br />are located on the Kellogg High School property. These are already <br />developed. <br />Anne Kellogg asked if the City has considered putting in crosswalks <br />and/or lights in this area so that children can cross Edgerton. <br />Kellogg sited the traffic problems on the street and the dangerous <br />situation for chiltlren catching the school bus on Edgerton. <br />Scalze replied that the City is in the early stages of planning for <br />this park and the property has not even been purchased as yet. <br />Nardini suggested that a four-way stop at LaBore and Edgerton might <br />help the problem. Scalze pointed out that Edgerton is a County road <br />and the City has tried in the past to get a four-way stop at LaBore <br />and Edgerton. <br />Kellogg asked what this proposal will cost the taxpayers in terms of <br />taxes as well as property devaluation. Nardini stated that she was not <br />aware that property devaluated because of a park. Kellogg offered at a <br />future meeting to bring in statistics showing that property devalues <br />by being next to a ballpark. <br />Nardini pointed out that she lives near a beach which is only used three <br />months per year and felt that this was a similar situation as with the <br />ballfields. Kellogg disagreed. <br />JoAnn Rada asked about the feasibility of developing the property <br />residentially. Fahey stated that the property is zoned residential <br />and that the property owners have been approached by private developers. <br />However, any development of this property would have to meet the <br />approval of the Corps of Engineers and the DNR. <br />Fahey pointed out that this is not undevelopable land that will always <br />sit in its natural state. The City is not proposing a use for this <br />property that would be any greater than what the property could be used <br />for. <br />Mrs. Leah Broecker of Noel Drive asked how much fill would be brought <br />in. Mr. Sanders felt that the property would probably be raised two <br />to three feet and the fill would be brought in from the Edgerton side. <br />Mrs. Broecker asked about fencing. Fahey replied that he would not <br />view this as an unreasonable request from the neighbors. Fahey stated <br />that the City is not interested in creating private walkways through <br />the neighbors yards to the ballfields. <br />Page -5- <br />
