MINUTES <br />City Council <br />Nov. 26, 1985 <br />Ballfields ~lardini did not feel that the ballfield traffic would be during rush <br />(cont.) hour. Kellogg stated that there is rush hour traffic on Edgerton 20- <br />hours per day. Nardini disagreed. <br />Fahey felt that the traffic would be Monday through Friday and there <br />would not be much on the weekend. <br />Mrs. Broecker reported that she walks through Spooner Park daily and was <br />concerned about the vandalism problems in the park. Mr. Morelan replied <br />that most of the vandalism is from people on foot and unless there is <br />24-hour per day supervision, it is hard to control. <br />Mr. Ehrnretter asked if access to the ballfields could be from Noel Drive <br />behind the water tower. Mr. Sanders replied that the grade is difficult <br />in this area and also the curve in the road may not be the best location <br />for the access. <br />Fahey pointed out that Edgerton has been designed by the County as a main <br />thoroughfare and Noel Drive is a residential street. Fahey felt that this <br />additional traffic should be on the main thoroughfare rather than Noel <br />Drive. <br />Mrs. Scalze pointed out that the City has a lot of traffic coming from <br />Vadnais Heights. Ms. Nardini felt that the traffic situation may improve <br />when the 694 and Highway 61 interchange is opened up. <br />Fahey suggested that when the City gets to the point of laying out the <br />site the City Engineer might have some recommendations. Tonight's plan <br />should be viewed as a concept plan and there may be modifications based <br />on public input. <br />Fahey stated that if the Council decides to go ahead with the purchase <br />of the property, the matter will be contingent upon coming to terms with <br />the owners. <br />Scalze pointed out that the development of these ballfields may be five <br />years down the road. Morelan agreed that it would be at least two years <br />before anything would be done with the property and may be not for 4 to 5 <br />years. <br />Scalze stated that this was long-range planning for the City and the <br />Council is trying to address future needs in the City. Presently the <br />City owns no park land except for Gervais Mill Park. <br />Fahey stated that if the City has any major sewer or water projects <br />where it can get free fill, it may begin filling the property. <br />Tulgren asked the City's plans for the house on the Mosted property. <br />Scalze replied that this has not been determined. <br />Tulgren felt that if the project were handled correctly, it would be <br />great for the City.
