MINUTES <br />City Council <br />April 23, 1986 <br />Bingo P1rs. Scalze pointed out that there are two pieces of property <br />(Cont.) involved and pointed out that there was no road access to the <br />back parcel of property. <br />Scalze felt that there should be a road between Mr. Short's property <br />and the Market Place property to access the back property owned by <br />Mr. Short. Scalze asked how many feet there were between Mr. <br />Short's building and the one on the north. <br />Short replied that there were 38 feet between buildings. <br />Fahey reported that the Planner is recommending the PUD designation <br />of this property because of the existing development and the accesses <br />that have been used for many years. <br />Mr. Blesener felt that the gambling license should be denied at <br />this point as the City has 30 days in which to act on such applications, <br />otherwise they are automatically approved by the State. Blesener <br />suggested that the charities can reapply once they have worked out <br />site problems. <br />The City Attorney reported that the City has to give notice back <br />to the State Gambling Board within 30 days of receipt of the <br />application, or they will issue the license. <br />Blesener pointed out that there are only 197 parking spots proposed <br />and it was estimated that there would be 650 people in attendance <br />each evening. Blesener also pointed out that there wi11 be buses <br />that ~aill need parking areas. Blesener stated that he would like <br />to see a parking proposalthat will handle 400 cars plus parking <br />for buses. <br />Mr. Collova pointed out that the 650 attendance number was just <br />an estimate. Collova felt that the City needed to see a seating <br />arrangement and an indication of how many people the building will <br />be able to seat. <br />The Planner was asked how he determined the number of parking <br />spaces that were needed. The Planner replied that there was nothing <br />specific in the ordinance on this, but he used the standards for <br />private clubs and lodges. <br />Fahey stated that the Council also has to see how the back property <br />will be accessed and a traffic circulation plan for the whole site. <br />Fahey agreed that the proper procedure was to deny the license <br />and direct the applicants to meet with the Planner a work out a <br />package for the whole property. <br />Short reported that the charities were going before the Gambling <br />Control Board on April 28. <br />Page -12- <br />
